This Order sets out certain obligations of landlords and tenants in their relationship regarding private tenancies. It also empowers district councils to issue notices of unfitness and notices of disrepair in respect of dwelling-houses let under private tenancies and to issue certificates of fitness to be issued in respect of certain dwelling-houses. Rent officers or a rent assessment committee may determine a rent limit in respect of tenancies which are subject to control.

These Regulations make provision in respect of applications for scheduled monument consent, applications for variation or discharge of conditions attached to scheduled monument consent and applications for subsequent approval required by a condition. The Regulations also: provide for certificates which must accompany certain applications; prescribe the forms of notices; and define “owner of the monument”.

These Regulations amend the Scottish Landfill Tax (Administration) Regulations 2015 so as to make provision for the purposes of the Scottish landfill tax in relation to weigh bridges for weighing material intended for landfill and weighing-related offences and penalties. This Order provides that exemption certificates may be issued by Revenue Scotland to the Scottish Environment Protection Agency, Scottish local authorities and other bodies who have powers to remove illegally or improperly deposited waste. In terms of the Order, disposals of illegally deposited waste at an authorised landfill site are not chargeable to Scottish landfill tax under the Landfill Tax (Scotland) Act 2014, if made in accordance with an exemption certificate.

This Order, made under section 13(2) and (5) of the Landfill Tax (Scotland) Act 2014, specifies the first standard rate and lower rate for Scottish landfill tax. Tax is to be calculated by reference to the weight and types of material disposed of, as provided for in section 13 of the Act.

These Regulations revoke the Town and Country Planning (Temporary Stop Notice) (England) Regulations 2005 made under section 171E of the Town and Country Planning Act 1990, which enables a local planning authority to issue a Temporary Stop Notice if they think that there has been a breach of planning control and that it is expedient that the activity, or any part of it, which amounts to the breach, is stopped immediately.
