An information ecosystem is an extremely vast and cluttered space. What data exist? What data is up to date? What data is reliable? Who owns the data? Can I use the data without inflicting harm? Who are the data subjects? Many people across numerous sectors struggle with such questions and more. The land governance sector in India is no different. But somehow, it seems the land data ecosystem in India is more complex and controversial.

While long-distance trade in large consignments exists and uses the established regulatory systems, a large proportion of cross border trade concerns the local trade of large numbers of small consignments which require specific border region import regulatory systems. Dealing with the trade of small amounts of plant material is a major problem at many land border entry points.

Earlier this month, tens of thousands of people in India were marching for land rights. The marchers wanted the government to assure them that they will be given secure rights to agricultural land, homestead rights for landless people, tribunals to resolve land-related cases, and that the National Land Reforms Policy would be presented for public debate within six months. The government agreed to these and other provisions, including implementing the Forest Rights Act and setting up a Task Force on Land Reform – this brought the march to a halt. Here is the agreement.
