Land Use and Land Tenure in Mongolia: A Brief History and Current Issues
    Documents et rapports de conférence
    janvier, 2006
    Mongolie

This essay argues that an awareness of the historical relation- ships among land use, land tenure, and the political economy of Mongolia is essential to understanding current pastoral land use patterns and policies in Mongolia. Although pastoral land use patterns have altered over time in response to the changing political economy, mobility and flexibility remain hallmarks of sustainable grazing in this harsh and variable climate, as do the communal use and management of pasturelands.

Land Rights, Mining and Resistance: New Struggles on Mongolia’s Pastoral Commons
    Documents et rapports de conférence
    juillet, 2008
    Mongolie

Since the collapse of the Soviet Union and agricultural decollectivisation, post-socialist rural contexts have afforded commons scholars particularly fertile ground for examination of institutional change and evolution under new modes of governance. In Mongolia, as elsewhere, such transformations have been characterised by the erosion of state influence and de jure and/or de facto devolution of land and resource rights.

The paper examines what has been learned from the research about people's coping strategies in the face of social and environmental change, specifically in the context of the development of mining since the transition from socialism and in a relatively isolated area.

    Bhoutan

Semi-nomadic yak herders of Bhutan depend on high altitude rangelands and yaks for their livelihoods. Livestock mobility was an essential characteristic of Kazakh livestock production systems, allowing animals to take advantage of spatial and temporal variability in climate and vegetation, optimising forage intake over the year. These systems broke down following the end of the Soviet Union. In this paper we examine the extent and determinants of the recovery of mobile livestock husbandry in south-eastern Kazakhstan, using surveys and semi-structured interviews with livestock farmers and rural households (holding livestock but not registered as farms).

Administration of land in Tanzania is more decentralized from the president to the village level. The law gives power to village councils and village assemblies to administer village land. The District authorities are given advisory and supervisory mandates over villages and represent the commissioner who takes overall administrative powers.  Despite decentralization, institutions responsible for land administration, land have continued to be cause of many conflicts for years.  Conflicts have been escalating and lead loss of lives and property.

The major economic activity for pastoralists is animal husbandry. The harshenvironment in which herders raise their livestock requires constant mobility toregulate resource utilization via a common property regime. In contrast to themobile way of life characterizing pastoralism, agriculture as a sedentary activity isonly marginally present in the lowlands of the Afar regional state in Ethiopia.Nevertheless, this study reveals a situation where the traditional land–usearrangements in Afar are being transformed due to the introduction of farming.

Communal land use system has existed in pastoral Afar (as in many other pastoral areas) since time of immemorial accommodating the interests of different user groups. This form of land use system, which has adapted to the harsh environment in which herders raise their livestock, enables efficient utilization of scattered pastoral resources since it accommodates constant mobility of livestock. In contrast to the mobile way of life, which characterizes pastoralism, farming as a sedentary activity is only marginally present in the lowlands of the Afar region.
