ABSTRACTED FROM EXECUTIVE SUMMARY: On December 30, 2018, Bangladesh held national elections. The election was not deemed fair by observers, and from the point of filing nomination papers to election campaigning, the opposition faced severe political obstacles. Their cadres were arrested, and rallies and campaign were attacked by the ruling party’s supporters. The government of Prime Minister Sheikh Hasina Wazed, which has been in power since 2009, employed the police as a political tool during the period under review.

The last two years have been a period of rebound and cautious optimism in Nepal. After having been hit by two large earthquakes in 2015 that killed over 9,000 people and rendered many more homeless, and having suffered through a long, tortuous constituent assembly process that finally resulted in a new constitution, the country has seen progress on political and economic fronts in the recent past. Governance, however, remains an issue.

Land corruption seriously threatens efforts to fight climate change and achieve a fair energy transition. By undermining climate programmes, projects and practices, it fuels increased carbon emissions and negative climate outcomes. It weakens tenure security and contributes to human rights violations. By channelling funds and resources towards elites, and supporting harmful or poorly managed projects, land corruption also erodes the legitimacy and credibility of the climate agenda, reducing popular support for vital action.

The Land Use Act of Nigeria, first enacted in 1978 was intended to simplify and standardise land administration systems across the country. Public lands accounted for 80% of the country area until a decade ago. As Cambodia emerged from three decades of civil war and internal strife, the Royal Government of Cambodia (RGC) has granted more than 10% of the country area or 50% of the cultivatable land as large scale “Economic Land Concessions” (ELCs) to private companies, mostly foreign owned, in a mostly rigged process. Land disputes have become a permanent fixture in the press and a hot issue on human rights reports.

The security of women’s entitlement to land and land-based resources in the East Africa region has been compromised by a combination of unfavourable laws and government policies, socio-economic change toward greater commoditization of and competition for land and land-based resources, and exclusionary practices defended as ‘customary’. Law, policy, and practice have excluded women in land ownership and control and made their access tenuous.
