    Outcomes from Uganda, Ghana & Ethiopia

    Equitable access to land is vital for inclusive economic growth, sustainable development and food security. Although much is known about the topics of land governance and food security, it is not always clear how the two relate to each other, especially in specific country contexts. This reflection paper, based on literature, LANDac country factsheets and three learning trajectories initiated by LANDac in Uganda, Ghana and Ethiopia, brings together findings and outcomes to provide policy recommendations for improved land governance and food security in Africa.

    This gender study forms part of the International Land Coalition’s ‘Commercial Pressures on Land Initiative’ Global Study. As stated by the International Land Coalition (ILC), the goal of this initiative is to support the efforts of ILC members and other stakeholders to influence global, regional and national processes on land to enable secure and equitable access to land for poor women and men in the face of increasing commercial demand for land (ILC 2010a, emphasis added).

    The nature and significance of China's engagements with African agriculture continues to be hotly debated in the media, academia and policy circles around the world. Although China has been engaged in Uganda’s agriculture for more than 40 years, the recent jostle for agricultural land by private Chinese investors is dystifying and justifies the need to conduct a scientific study to provide clear evidence before the issue gets bundled into the messy anecdotal media inquiry.

    Since Karamoja is richly endowed with gold, marble, iron ore, tungsten, limestone, oil and gas, it has attracted many investors, in particular since the protracted  armed conflicts in northern Uganda started fading away. Approximately  1 7,000 km2 or 62% of the total land area of Karamoja has been licensed for mineral  exploration  and exploitation (Kabiswa, 2014).

    The ways in which people obtain land in Uganda are changing fast. Land that used to be secured through inheritance, gifts or proof of long-term occupancy is now more commonly changing hands in the market. Those with wealth and powerful connections are frequently able to override local rules and gain access to land at the expense of poorer individuals. Government-backed agribusiness investors receive large areas of land with benefits for some local farmers who are able to participate in the schemes, while other smallholders see their land access and livelihoods degraded.

    The use of modern seed varieties and other improved technologies is essential for farmers to significantly increase their crop harvest and improve their livelihoods. All over Sub-Saharan Africa, agriculture productivity growth has remained very low over many decades irrespective of gender of the farmer. However, studies have shown that women farmers fare worse than the male counterparts in terms of adoption of improved technology and productivity.

    AFTER 200 YEARS, WHY IS INDONESIA’S CADASTRAL SYSTEM STILL INCOMPLETE?

    This paper discusses Indonesia’s experience with establishing a uniform cadastral system in rural areas since the idea was first mooted in the early 19th century. Until 1961, a formal cadastre that identified, measured, registered and certified land titles existed only in urban areas. A cadastre for rural land did not start until after the 1960 Agrarian Law. Until then, the village-based land tax registers acted as a substitute cadastral register in areas subject to land tax.

    Investing in land, and in activities requiring land, occurs around the world. As a broad category, “land and investments” encompasses a wide range of scenarios: investments may be small or large in terms of the amount of money invested and scale of the land acquired. Investments may be undertaken for activities ranging from agriculture or forestry to infrastructure, extractive projects, renewable energy, or even tourism; and may involve a variety of actors, such as local smallholders, national governments, local investors, or foreign corporations, among others.

    This briefing note call attention to the ongoing situation of harassments and arbitrary arrests of human rights defenders in Loliondo in northern Tanzania.It offers an account of the recent events taking place in the area and background information.


    IWGIA believes that these developments are a cause of great concern. The detentions, harassment and trumped up charges undermine civil society and other stakeholders, limiting their options to carry out human rights work in Tanzania.
