This plan proposes to compensate project-affected persons (PAP) according to the land tenure rights they hold. It pays PAPs who are legal users with permanent rights to use the affected land, replacement costs for acquired land, crops and forest produce, and productive trees. Legal users with temporary rights will receive the same compensation described and also be allowed to opt for either cash assistance for affected land corresponding to 30 percent of the replacement costs of affected land or cash assistance for lost income from affected land.

Martin Ravallion and Dominique van de Walle argue that growing landlessness in Vietnam is a function of people capitalizing on the higher returns to education witnessed in wage labour when compared with farming. So, growing landlessness is a sign of economic success. This review argues that Ravallion and van de Walle misconstrue landlessness, misinterpret the associated data and downplay the constraints facing rural Vietnamese. In so doing, they fail to capture the complex realities of Vietnam's agrarian transition.

This paper examines the efficiency and welfare impact of landholdings in rural Vietnam. We utilize panel data set from field surveys which have been carried out from 1997 to 2007 in Red River Delta and Mekong Delta. We find no support for the hypothesis that small farmers in the north survey area have an advantage of efficiency in rice production. Since, although we confirm the inverse relationship between the land productivity and farm size, the average costs have increased rapidly as farm size have decreased.

The use of mathematical models to describe the interactions of variables is useful in modern management. In this paper, a 'mixed' model combining the knapsack problem, a household model and a form of spatial equilibrium model into a modelling framework is developed. The impacts of changes in off-farm wage rates, transaction costs in the rental market, the output prices of paddy crops, and land transactions were examined in the model.
