    Scholars in the international land debate frequently refer to the important role of local and national governments and elites in initiating and facilitating land deals, however without a further elaboration and conceptualization of these important actors. This paper tries to get a grasp of these actors from a political science perspective, hereby defining this special group as political 'power' elites.

    Land use developments are to a large extent determined by the functioning of the land market. Therefore the land market influences the living environment, nature and landscape. The price difference between urban and rural land is very high in Holland, which causes considerable pressure on the land use planning process. Land price increases hamper the realisation of nature and recreation plans, especially around urban areas.

    De grondmarkt bepaalt in belangrijke mate de ruimtelijke ontwikkelingen in Nederland, en heeft mede hierdoor ook gevolgen voor de leefomgeving, natuur en landschap. Het prijsverschil tussen stedelijke en landelijke grond is groot, waardoor er veel druk ontstaat op het planningsproces. Grondprijsstijgingen maken het moeilijker om natuur- en recreatieplannen te realiseren, vooral rond de grote steden. Uit een analyse van grondtransacties wordt geconcludeerd dat zowel de schaalvergroting als 'verhobbying' van landbouwgrond voor landschapsveranderingen zullen zorgen.

    Land is a scarce resource, and has a big share in the economic and social life of both developing and developed countries. Efficiently operating land markets are vital in the development of countries. Information unavailability is one of the most crucial differences between land and other markets, which can lead to asymmetrical information among various parties. Land administration systems contain a vast amount of data regarding attributes of land and land markets, and the transparency of these systems control the efficiency of the land markets’ operation.

    Context: Both global change and policy reform will affect the implementation of the National Ecological Network (NEN) in the Netherlands. Global change refers to a combination of changing groundwater tables arising from climate change and improved economic prospects for farming. Policy reform refers to the abolition of an intermediary organization that organizes land trades with the support of a national land bank. Objective: In this paper we evaluate the effects of these factors on future land acquisition for the NEN.

    This article aims to contribute to current discussions about ‘making cities inclusive, safe, resilient and sustainable’ (SDG 11) by linking debates that are currently taking place in separate containers: debates on the ‘global land rush’ and the ‘new urban agenda’. It highlights some important processes that are overlooked in these debates and advances a new, socially inclusive urbanization agenda that addresses emerging urban land grabs.

    The current paper examines the legitimacy dilemmas that rise from local governments' direct policy instruments and market interventions. It takes the case of public land management strategies. The paper argues that current societal challenges-such as energy transition, climate change and inclusive urban innovation-require planning practices to be more effective. Direct government instruments such as direct market interventions have proven to significantly reduce the implementation gap of planning practice.
