It has been argued that many of the poverty reduction strategy papers pay insufficient attetion to the role of land access and land distribution in rural poverty. Redressing the inequalities between small-scale and large-scale farming sectots is likely to be an important element of an effective rural poverty reduction strategy in countries such as Zimbabwe and Kenya.

This paper assesses factors related to local land border conflicts and how low cost land registration and certification has affected land conflicts during and after land registration and certification using data from northern Ethiopia. Border conflicts were more common near district centers, further away from markets, and where property rights had been redistributed more recently.

This paper analyses the impacts of the Ethiopian Land Certification Program on productivity. It aims to identify how “technological gains” would measure up against the benefits from a resultant improvements in “technical efficiency”. Based on its results, the paper concludes that farms belonging to the group without land use certificate are less productive than those certified plots. However, it suggests that this is not due to so much lack of internal technical efficiency. Rather, the paper finds the reason is down to a technological disadvantage.

This study analyses the determinants of land tenure insecurity and its impact on intensity of use of purchased farm inputs among households in southern Ethiopia. Seventeen percent of the households stated that they were tenure insecure. The feeling of tenure insecurity could be caused by the land redistribution policy in Ethiopia where household size has been the main criterion used for land allocation after the land reform in 1975. This would imply that land rich households should be more tenure insecure.

This case study assesses the strengths and weaknesses of a simple, inexpensive, village-based land registration system put in place between 1996 and 1998 in Tigray, Ethiopia.The authors found that the system worked well and fairly - in large part due to it’s simplicity and low cost. Success also depended, however, on effective local governments which were able to prevent inequities from unforeseen shortcomings.

This report summarise the research findings of a project to examine the current processes of land rights registration in Ethiopia, Ghana, and Mozambique and assess their outcomes for poor and vulnerable groups. It examines the design and process of registration, the governance of those processes and the equity of the outcomes.This research finds that land registration is not inherently anti-poor in its impacts and that the distributional consequences of land registration depend on the design of the process and on the institutions responsible for its management.

Pastoralists in the Horn seem to experience similar, if not identical, processes resulting from land laws promulgated by the governments in the region.Concludes that the future of the pastoralist in the Horn of Africa will depend on which realistic land tenure system the government will chose.
