Local governance has become increasingly significant as devolution from central and provincial levels is being attempted in India as a result of the enactment of the 73rd and 74th Amendment of the Constitution in 1993. The essence of local self governance is to enable a small community to maintain access and control over their natural and physical resources, to take collective decisions in the common public good and to provide resources in priority developmental actions. The Indian state of West-Bengal saw two major turnarounds in its rural sector in the eighties. The growth rate of rice production jumped from 1.8 per cent during 1960-80 to 4.7 per cent during 1977-94, and rural poverty fell from 73 to 31 per cent between 1973 and 1999, greatly surpassing achievements of other Indian states. This coincided with the 1977 election of a coalition of left-wing parties, led by the Communist Party of India (Marxist) or CPM, which held uninterrupted power for the following 26 years.

Since Independence, India’s states have employed several land reform ‘tools,’ including reforming tenancy, imposing land ceilings, distributing government wasteland, and allocating house sites and homestead plots. This article briefly summarises some of these past efforts and attempts to draw broad lessons for informing possible policy paths ahead. To date, the authors argue, the effectiveness of the legislation has been mixed and progress over the last few years has slowed. But the link between rural poverty and landlessness remains.
