    How have Latin American countries been using Environmental Impact Assessments in order to build more sustainable extractive industries? A focus on Peru provides some interesting lessons.

    Is it possible to develop extractive industries while preserving the environment? Several Latin American countries have been attempting to improve the environmental sustainability of their extractive industry sectors by developing their legal frameworks, in particular through the use and adaptation of the Environmental Impact Assessment (EIA) tool.

    This Working Paper from the German Institute of Global and Area Studies argues that new legislation in Peru will not help to turn prior consultations into a tool for conflict resolution as long as the normative framework itself is contested and the necessary basic conditions are not in place.

    Since 2007, it has been hoped that REDD+ would deliver on the 3E+ criteria (effectiveness, efficiency, equity, social and environmental co?benefits) for strategies to reduce greenhouse gas emissions. This report highlights that the early enthusiasm for REDD+ has dissipated among some stakeholders – this is largely attributed to the failure to attain an international climate change agreement.
