The cities in southern Africa reflect the rapid urbanisation characteristic of sub-Saharan Africa in general. Angola, Botswana and South Africa have the highest levels of urbanisation with about 60% of their population living in cities in 2010 and this percentage is expected to rise to about 80% by 2050.

This paper provides an overview of what we know about farm size distributions, the emerging land markets, the role of tenure systems, tenure reforms and land policies in shaping the distribution of increasingly scarce land resources. The primary focus is on Africa while making some comparisons with Asia. Climate risk and change have serious implications for household vulnerability and food security. While there is a need to absorb further population growth in rural areas, a rapid rise in rural-urban migration is inevitable.

The cities in the East African region are characterised by rapid urbanisation and uncontrolled spatial sprawl, with large informal settlements and inadequate service provision. The research study investigates how urban land markets operate in such a context, and particularly, how effectively poor people can access, trade and hold land.

This report discusses the potential benefits of, and the current challenges for, agricultural land investment in Tanzania and Mozambique. The paper finds that there is little, if any, development potential in these investments. Indeed, the economic growth potential of investments in agricultural land is questionable due to an inadequate regulatory framework governing foreign direct investments (FDI) in the sector.

Describes (1) the processes of privatization of land management in selected transition countries and (2) the post-privatization changes in land administration institutions which are being crafted to establish land markets. It begins with the proposition that there are similar land market institutional problems which most "transition" countries are facing, due largely to common experiences in creating command economies during the past 50-80 years and the almost simultaneous decisions of these countries to move toward market political economies in the late 1980s and early 1990s.

Secure property rights to land and well-functioning land rental and sales markets are essential for creating investment incentives, improving the allocation of land, and developing financial markets. Yet regulatory restrictions on land rental and sales and regulatory frameworks providing inadequate tenure security are common. With land being the main source of income for many people in the developing world, security of access or ownership rights is imperative to the alleviation of rural povety. Past polices of land redistribution, prohibition of land renting and later legalisation of short-term contracts only, may have prevented or undermined tenancy markets in Ethiopia. This paper examines the allocative efficiency of the land rental market in Northern Ethiopia, and the extent to which adjustment in the tenancy market is constrained by transaction costs.
