    Global

Research and direct witnessing by participants allow realization of the extent to which the situation of native/indigenous peoples and rural communities in general (peasant, forest dwelling, pastoral and fishing) is dramatic everywhere on the planet. 2.5 billion people, members of so called indigenous/native peoples and rural populations in general, live on lands that they share and use in common. However, only a fifth of these lands are registered as community territories by national governments.

    Global

The purpose of these Mapping Guidelines is to support development practitioners (individuals and organizations) working in the rangelands and sub-humid grasslands of Ethiopia. Specifically, resource mapping can assist with investigating rangeland management systems, negotiating rangeland management plans, and implementing and monitoring progress in Participatory Rangeland Management (PRM). The Mapping Guidelines will provide rangeland management practitioners with a tool to help establish PRM within community, district, zone and regional rangeland management offices across Ethiopia.

    Rapports et recherches
    décembre, 2013
    Éthiopie

Protection of pastoralist land resources has taken on a new urgency in light of the rapidly expanding global and national demand for land and land-based natural resources for large-scale commercial agricultural production, conservation initiatives, and mining. These activities threaten pastoralist land use systems.

This paper investigates how Borana pastoralists of southern Ethiopia have adapted resource use and livestock mobility practices amid multiple constraints including rising population, loss of rangeland to other pastoral communities and changing access rights, among others. This study uses an innovative multi-scalar methodology to understand how herders' grazing management decisions are made within a context of communal regulations governing access to resources.

Until recently, the legal framework on land was marred by the existence of multiple land laws, some of which were incompatible. These laws, coupled with the rampant land injustices hampered efficacy in land ownership, management and administration of land. As a result, the Constitution of Kenya (CoK) has changed the laws on land and the dispute resolution institutions.

The Role of Natural Resources and the Environment

    Rapports et recherches

Since 1990 at least eighteen violent conflicts have been fuelled by the exploitation of natural resources. In fact, recent research suggests that over the last sixty years at least forty percent of all intrastate conflicts have a link to natural resources. Civil wars such as those in Liberia, Angola and the Democratic Republic of Congo have centred on high-value resources like timber, diamonds, gold, minerals and oil. Other conflicts, including those in Darfur and the Middle East, have involved control of scarce resources such as fertile land and water.

The recent Secretary General’s “Report on Peacebuilding in the Immediate Aftermath of Conflict” warns of the threats posed by the failure to restore state authority to lead the peacebuilding process in early post‐conflict situations. This report advocates for coherent and well coordinated early action to support post‐conflict governments to build core state capacities that will help to restore legitimacy and effectiveness. This paper lays out a framework for reconsidering the unique challenges post‐conflict contexts pose to processes of state capacity development.

Rethinking Paradigms and Practices of Transnational Cooperation

The 1990s saw a constant increase in international peace missions, predominantly led by the United Nations, whose mandates were more and more extended to implement societal and political transformations in post-conflict societies. However, in many cases these missions did not meet the high expectations and did not acquire a sufficient legitimacy on the local level. Written by leading experts in the field, this edited volume brings together ‘liberal’ and ‘post-liberal’ approaches to peacebuilding.

Liberal peacebuilding has become the target of considerable criticism. Although much of this criticism is warranted, a number of scholars and commentators have come to the opinion that liberal peacebuilding is either fundamentally destructive, or illegitimate, or both. On close analysis, however, many of these critiques appear to be exaggerated or misdirected.
