Local sustainable development solutions for people, nature, and resilient communities

    Inde

Local and indigenous communities across the world are advancing innovative sustainable development solutions that work for people and for nature. Few publications or case studies tell the full story of how such initiatives evolve, the breadth of their impacts, or how they change over time. Fewer still have undertaken to tell these stories with community practitioners themselves guiding the narrative. The Equator Initiative aims to fill that gap.

Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

The National Agricultural Policy (NAP) document released by the Government of Indian in 2000 aimed to attain an agricultural output growth rate in excess of 4 percent per annum, based on efficient use of resources, and sought to achieve this growth in a sustainable and equitable manner. This paper argues that (by 2004) no serious action had been initiated on most of the NAP’s proposals, and blames this inaction on the lack of a concrete and time bound action plan to complement the policy.

Over ten million people have been displaced from protected areas by conservation projects. Forced displacement in developing countries is a major obstacle to reducing poverty. It should no longer be considered a mainstream strategy for conservation and only applied in extreme cases following international standards.

The Sixth Schedule of the Constitution of India, enacted fifty years ago, allows autonomy to tribal communities in administrative, legislative and financial matters and was supposed to protect them from domination and exploitation by external forces. This paper examines the extent to which self-governance by tribal groups facilitated sustainability of common resources, especially forests, in the hill regions of North East India.

The Indian state of West-Bengal saw two major turnarounds in its rural sector in the eighties. The growth rate of rice production jumped from 1.8 per cent during 1960-80 to 4.7 per cent during 1977-94, and rural poverty fell from 73 to 31 per cent between 1973 and 1999, greatly surpassing achievements of other Indian states. This coincided with the 1977 election of a coalition of left-wing parties, led by the Communist Party of India (Marxist) or CPM, which held uninterrupted power for the following 26 years.

The overall objective of this paper is to outline the analytical framework and theoretical approach underlying a new research paradigm and illustrate how this paradigm can be used for the strategic analysis of water institutions by applying it to the Indian context.
