The National Conference on Responsible Fisheries in Viet Nam (Hanoi), 29-30 September 2003) was organized by the Ministry of Fisheries of Viet Nam in close collaboration with the Research Institute Marine fisheries and the FAO Fish Code Programme. The Conference was held in the context of increasing problems faced by fisherfolk in maintaining and improving their livelihoods through coastal and offshore fisheries. This volume is intended to support land administrators who are involved with the design and implementation of rural property tax systems. It is based on FAO’s Land Tenure Studies Number 5, which focused on rural property tax in Central and Eastern Europe. The response to that guide showed a need for information on rural property tax systems to be more easily available in other regions. In addition, this volume places a rural property tax more explicitly in the context of decentralization.

Agriculture is coming under more and more pressure to justify its use of the world's freshwater resources and to improve its productive and environmental performance. The allocations of raw water to agriculture (and the allocations within the agriculture sector) all need to be negotiated in a transparent way. This report reviews the large set of literature on the subject and makes the case for the adoption of a functional approach to water valuation as a basis for such negotiation.

This volume is one of the products the project generated to meet these expanded expectations. At the time this volume was published these guidelines had been successfully employed in six municipalities of Bosnia and Herzegovina. The experience in each of these municipalities has been unique, but that was an expected result in light of the first three goals listed in the previous paragraph. However, the most important outcome of all is that the process is continuing in all six of these municipalities.

It is increasingly recognised that migrants constitute an invaluable resource for development and poverty reduction in their home countries. For many developing countries, remittances from overseas migrants exceed development aid and foreign direct investment volumes. Moreover, remittances from migrant relatives, either internal or international, are often the main component of rural households’ incomes. Unlike aid, remittances flow directly to individual households and unlike loans they incur no debt.
