    Because of increasing water scarcity in developing countries, poor people are suffering greatly from ?water deprivation.? One approach to improving water resources management is to develop river basin management institutions. This paper contrasts government-dominated approaches to forming such institutions with attempts to create stakeholder-based institutions. Two cases of the latter, in Mexico and South Africa, are compared to extract lessons for other countries.

    A programming model is used to assess the welfare effects of regional and practice specifications contained in New York State's Draft Conservation Reserve Enhancement Program (CREP) proposal.     The rapid change in the character of land use in traditional agricultural regions of the Midwest has led to public concern in recent years. As a result, policy makers have attempted to forge novel ways to cope with problems associated with loss of farmland and the encroachment of urban/suburban sprawl. Some of the policies that have been implemented or suggested in a number of jurisdictions include purchase of development right programs, impact fees, agricultural zoning, and preferred tax treatment for agricultural land uses, among others.

    Bid-rent curves are incorporated in a stochastic dynamic programming model of land development around a city when farmland generates both positive and negative externalities. The model delineates how the quantities of land in
    various uses over time should depend on the relative social weights assigned to the competing agricultural externalities.

    This study evaluates the impact of the agricultural working landscape on the Vermont tourist industry and state economy. Vermont is known for its scenery, especially its agricultural landscape. It has often been stated that Vermont's tourist industry, which represents 15% of the state's economy, depends upon this special landscape for its comparative advantage in the New England tourism market. However, Vermont's landscape is changing. The number of farms and acres of farmland have decreased significantly in the past several decades.

    Land-use restrictions are frequently applied to separate polluting from non-polluting activities. In contrast to the existing literature, we incorporate spatial and intertemporal aspects of the problem simultaneously and determine the border of the zones endogenously. The results, based on a two-stage optimization method, show that non-spatially differentiated Pigouvian taxes on the final emissions are able to establish the socially optimaloutcome.
