    The purpose of this Act is to ensure the stability of electricity supply and demand and to contribute to the development of the national economy by effectively propelling the electric power resource development business. Article 4 establishes the Executive Committee for Electric Power Resource Development Business in the Ministry of Trade, Industry and Energy in order to deliberate upon important matters concerning electric power resource development business.

    How does the World Trade Organization's (WTO) Agreement on Agriculture (AOA) affect the livelihoods of rural women in Asia? This paper, prepared on the occasion of the WTO-AOA review in 2003, analyzes the impact of the new trading rules imposed by the WTO on Asian peasants. It illustrates the inherent imbalances in the WTO-AOA's trade liberalisation policies which, among other things, flood local markets with highly subsidized agricultural imports from developed countries to the detriment of domestic agriculture.

    This economic literacy pack, the third in this series, is a tool for educating local women's constituencies on trade rules and negotiations. It explores four main themes, firstly 'How the WTO Treats National Health Emergencies in the Rubric of Trade Related Intellectual Property Rights (TRIPS)'. This section demonstrates how the agreement protects the patent interests of private pharmaceutical firms based in developed countries, while jeopardizing the public health of the poor in developing countries.

    Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

    The renovation process in Vietnam in the past decade has enabled significant economic growth as well as and greater rights and more important economic roles of farming households. However, much of this reform has focussed on men as head of households, meaning men have benefited more from economic reform, both economically and in terms of their power within the household.     Indonesia’s forests have been disappearing rapidly since the 1980s: 1.8 million hectares per year are estimated to have been deforested between 1985 and 1997. Consequently, there is a possibility that in some areas, the forests will cease to function as a viable resource base in the near future.This paper examines the role of economic incentives in causing deforestation, focussing on policies that distort prices and create the conditions for unsustainable harvesting.

    Over ten million people have been displaced from protected areas by conservation projects. Forced displacement in developing countries is a major obstacle to reducing poverty. It should no longer be considered a mainstream strategy for conservation and only applied in extreme cases following international standards.
