The 2013 Global Hunger Index (GHI) report-the eighth in an annual series- presents a multidimensional measure of national, regional, and global hunger. It shows that the world has made some progress in reducing hunger since 1990, but still has far to go. The 2013 GHI report focuses on resilience in theory and in practice. The relief and development communities have long struggled to understand why some people fare better than others when confronting stresses or shocks.

This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the
limits imposed by problems with data availability. It focuses on three regions where land has been widely seen to be available for new investment: Indonesia’s outer islands; the “development triangle” where Cambodia, Laos and Vietnam meet; and the Golden Quadrangle region which comprises the borderlands of northeastern Myanmar, northwestern Laos, southern and western Yunnan, and northern Thailand.

Recurring water crises, global water initiatives, and demands for water reforms by development banks, have all pushed water up the agenda of most Mekong-region countries. Many changes have already been made. Now decision makers need to know what has worked, what hasn?t, and why. To find out, IWMI has reviewed new water policies, plans and laws, and assessed participation, the new water ?apex bodies?, and integrated water resources management (IWRM). The findings show that top-down state policies based on ?blueprints?

The problems that river basin institutions in the developed world successfully address?such as pollution, sediment buildup in rivers and the degradation of wetlands?are not the top priorities for Indian policy makers and people. The items that do top Indian agendas?providing access to water for drinking and growing food, eradicating poverty, and stopping groundwater overexploitation?are either unresolved in the developed world or have become irrelevant due to economic development.

Transitioning to climate-smart agriculture (CSA) in the African context requires a transformational architecture — a systematic shift away from business as usual and a comprehensive programme for building the adaptive capacity of physical, socio-economic, human and institutional dimensions of farming systems. Manyewu Mutamba of the Southern African Confederation of Agricultural Unions (SACAU) and Mainza Mugoya of the Eastern Africa Farmers Federation (EAFF) argue that African agriculture is long overdue for a radical transformation to increase productivity sustainably.

As market reforms to the Mongolian economy continue and the country enjoys rapid economic growth, the environment has entered a period of unprecedented pressure. Mining, infrastructure development and tourism development, in particular, are undergoing rapid expansion, and all pose risks to Mongolia's globally important biodiversity.

Ownership and control over assets such as land and housing provide direct and indirect benefits to individuals and households, including a secure place to live, the means of a livelihood, protection during emergencies, and collateral for credit that can be used for investment or consumption. Unfortunately, few studies - either at the micro or macro levels- examine the gender dimensions of asset ownership. This paper sets out a framework for researchers who are interested in collecting data on individual level asset ownership and analyzing the gender asset gap.

    Chine, Asie orientale, Océanie

This paper sketches a macroeconomic scenario for China for 2010-20. Growth accounting exercise finds that, with both the working population and total factor productivity on course to decelerate, potential gross domestic product (GDP) growth is likely to moderate in the coming 10 years, despite still sizeable capital deepening. Actual GDP should grow broadly as fast as potential GDP, continuing the track record since the late 1990s.
