    Women's access to and control of land is an important, even crucial issue because of its relation to and implications for food production and food security in the region. Women in rural Africa often do not own the land they are working. The land generally is registered as belonging to their husbands, who then pass it on to their sons, at least to those who remain in the rural area of origin.

    The expert group meeting was held in the spirit of the Lagos Plan of Action9 particularly chapters I and IX dealing with Food and Agriculture, and UNEP Governing Council decision GC.11/7 of May 19C3 on the programme budget, for 1984, part eight on the Regional Programme for Africa, dealing with, inter alia, the prevention of post harvest food losses and encroachment on arable land. The objective of the meeting was to review on-going activities and identify gaps where future activities should be directed.

    Nigeria has a land area of 925,768 km2 or approximately 92,4 million ha., which places her as the 14th largest country in Africa. With a population estimated at 80 million, every inhabitant theoretically has only 1.15 ha of land available for meeting basic economic, industrial and social needs. Lying between latitudes 4°N and 12°N, on the west coast of Africa and with 680 km of coastline, land is not homogenous and is therefore not fully accessible ant! utilizable for any or all of these basic needs.

    This report is the first in a series of research studies that the Economic Commission for Africa (ECA) will produce with a view to improving the understanding of the links between land tenure systems and sustainable development in Africa. In a continent where 80 percent of the population relies on agriculture for their livelihood, the formulation and implementation of appropriate land policies is a paramount factor in poverty reduction strategies. Research is therefore needed to help policymakers take learned decisions when addressing land tenure issues.

    The African Peer Review Mechanism (APRM) is a mutually agreed instrument established in 2003 by the African Union in the framework of the implementation of the New Partnership for Africa’s Development (NEPAD). The objective of the APRM is to foster the adoption of policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated regional and continental integration. The thematic intervention areas of the APRM are democracy and political governance; economic governance; cooperate governance, and; socioeconomic governance.

    A Cadastre, in the sense to be used in this paper, is a methodically established record of immovable. (Land, buildings, rights that are put on a par with landed property) based on the survey of a complete district. The official record of a cadastral survey generally consists of a drawing or map and a written description of the field work. Cadastres as a rule consist of a map of the survey, a register arranged according to parcels, a register arranged according to proprietors and some auxiliary registers for easier handling. The single parcels are systematically numbered, on the map.

    This paper is a continuation of a study started in 1963 on major cadastral surveys in the Sudan. Plat agricultural land in developing countries is the main source of economy. It is required that this land be both mapped and demarcated-divided into agricultural plots. However, most of these countries are in a very bad need of reliable maps; some of them have no maps whatsoever. To perform the conventional surveys and maps in order to demarcate the land would be unrealistic in such case.

    The purpose of this paper is to examine the progress that has been achieved, identify innovatory experience and provide a frame for discussion on where to go next. Particular attention will be given to the benefits accruing to small farmers and livestock producers, particularly women. It will deal with policies and programmes in input supply and the provision of credit subject to the continuing constraints on the use of foreign exchange and government finance still prevailing m most African countries.
