    In the first week of June, the International Land Coalition (ILC) coordinated a workshop to design a Rangelands Observatory, intended to link a network of organizations that will partner in an effort to collectively monitor land acquisitions in rangeland areas, and promote more participatory decision making in regards to land use.

    Recent stories from Burma and Ethiopia illustrate the contentious issues surrounding the large-scale acquisition of land for agricultural production. In Ethiopia, the government may be re-assessing its policy of granting large tracts of land to investors, reducing the size of initial allocations and increasing the scrutiny of investors' capacity to achieve their proposed plans and fulfill contractual obligations.

    Jonathan White, writing for German Marshal Fund, discusses the New Alliance for Food Security and Nutrition in the context of “Enlightened Capitalism.” Launched in 2012, the New Alliance seeks to lift 50 million people out of poverty in ten years by aligning local country plans, private sector investments, and G8 government commitments behind agriculture and nutrition in Africa. White notes that country ownership and public-private partnerships (PPP) are key to achieving the objectives of the New Alliance.

    IFPRI has just published a new paper that considers whether or not policy changes related to gender equality and women’s empowerment in Ethiopia are, or are not, mutually reinforcing. One set of changes involves certification of land use rights at the community level. See here for a discussion of USAID’s project supporting these efforts. Certification allows husbands and wives to be listed as joint holders of the rights (these rights are inheritable by the remaining spouse when the other spouse dies).

    Major development in recognition of customary property rights in Kenya
    Through its Kenya SECURE Project, USAID, in cooperation with the Kenya Ministry of Lands, recently developed the Community Land Rights Recognition (CLRR) Model, a process for providing legal registration of land held by communities under customary law. This is the first recognition of land owned as a result of customary usage in Kenya and will promote investment, better natural resource management and, in some parts of the country, reduce land grabbing.
