This paper explores the ways in which the interlinked challenges of climate change and desertification are managed in Malawi. The authors examine the synergy and conflict between local autonomous adaptation strategies and national adaptation policies, which are in accordance with international commitments to the United Nations Convention to Combat Desertification (UNCCD), and the United Nations Framework Convention on Climate Change (UNFCCC).

Series of country papers on HIV/AIDS and land in Lesotho, Kenya, South Africa, Malawi, Tanzania, with concluding paper on methodological and conceptual issues. The key questions addressed include: The impact on and changes in land tenure systems (including patterns of ownership, access, and rights) as a consequence of HIV/AIDS with a focus on vulnerable groups. The ways that HIV/AIDS affected households are coping in terms of land use, management and access, e.g. abandoning land due to fear of losing land, renting out due to inability to utilise land, distress sale of land, etc.

The empirical realities of the large-scale land deals call for critical scrutiny and interrogation of the underlying interests of the stakeholders involved to assess the extent to which they genuinely prioritize win-win scenarios. As the experiences of the Green Belt Initiative (GBI) in Malawi demonstrated, the smallholder farmer is almost always the loser.

This paper examines the current wave of land tenure reform in eastern and southern Africa. It discusses how far tenure reform reflects a shift in powers over property from centre to periphery. A central question is whether tenure reform is designed to deliver to rural smallholders greater security of tenure and greater control over the regulation and transfer of these rights.Policy conclusions include:whilst diverse in initial objective, and uneven in delivery, tenure reforms address a remarkably common set of concerns.

This report examines wages in the tea industry with a focus in three case study areas: Malawi, West Java (Indonesia) and Assam (India). It looks at hired labour on plantations and, in particular, tea pluckers.

In the late 1960s the Malawi government established irrigated settlement schemes throughout the country with the goal of promoting the production of rice for export to raise farmers' incomes. A supplementary objective was to promote the development of a sense of nationhood among people of different ethnic backgrounds settled on the schemes. The permanent settlement of people and their investment of surplus incomes in the local economy was envisaged to spur the growth of rural towns.

Deforestation arising from conversion of forest areas into agriculture is a serious problem in Malawi. This paper discusses competition for agricultural land and investigates why the poor are closely associated with forests. Furthermore, the paper examines the effects of changes in crop land use on changes in forest cover. The author notes that the government of Malawi, like many others in sub-Saharan Africa, is currently faced with the problem of poverty. Moreover, being agricultural based most poverty reduction policies are streamlined along the agricultural sector.

It presents findings on the effect of HIV/AIDS on land holding, household responses to HIV/AIDS (to ensure their ability to continue using land as a resource), implications for tenure, effect of HIV/AIDS on land administration institutions, and the role of national legal and policy frameworks.The paper recommends:Firstly, that there is a need to raise the profile of the challenge posed by HIV/AIDS to poverty reduction.
