    This Law is enacted with a view to improving the protection, management and development of grasslands and to ensure their rational use; to protect and improve the ecological environment, to modernise animal husbandry; and to enhance the prosperity of the local economies of the national autonomous areas. This Law shall be applicable to all grasslands within the territory of China, including hills and lands covered with grass. The department of farming and animal husbandry under the State Council shall be in charge of national administration of grasslands.

    These Regulations are formulated in order to improve the management of land in the Shenzhen Special Economic Zone, to exploit its resources and to implement rational utilisation of the land. The Special Zone shall practice a system of "compensatory usage" and "compensatory assignment" of State owned land. A land user unit or individual shall be responsible for the protection, management and rational use of land allocated for its usage (art. 2).

"Water and soil conservation" means preventive and rehabilitative measures taken against soil erosion, which is caused by natural factors or human activities.Chapter I General Provisions, includes the procedures of the water and soil conservation work.

    Purpose of the Law is to ensure urban development, as well as the accomplishment of urban economics and social progress, and to meet the needs of the socialist modernization drive. It consists of six Chapters.     These Regulations aim at implementing the special protection of the basic farmland and promoting the development of agricultural production and the national economy. "Basic farmland" means cultivated land which is determined in accordance with the demand of the population of agricultural products, the needs of the national economy, as well as a forecast of the use of land for construction for specified period of time, and which shall not be occupied for other uses for a long term, or within the specified protective period.

    These Measures are formulated in order to exploit, utilize and manage the state-owned land in Lasa City, to strengthen the administration and to accelerate the development of the economy and town construction. Underground resources, burying or hidings and public facilities are not transferable. The city or county government and the land administration department shall be responsible for the task of assignment or transfer of the right to the use, rent and mortgage or terminating the right of use, and also the registration of the construction or the attachment of the land.
