    This report presents an overview of national practices of forest land clearance during the 2012-2013 dry season, as a basis for discussing the challenges for FLEGT and REDD+ in Cambodia posed by land conversion and conversion timber. The report maps and describes the geography of forest land allocations in relation to the major forest formations, land concessions, protected areas, the national forest estate, and the reported concession ownership.

    The Journal of Lao Studies, Volume 1, Issue 1, pages 1-47. "In this paper I do not argue against farmer livelihood strategies that include either rubber-based or off-farm opportunities. However, the large-scale rubber plantations in Laos are clearly having a massive and rapid impact on landscapes and livelihoods. I want to draw attention specifically to the socio-cultural and economic impacts of the types of rubber development occurring in southern Laos, which I argue are largely benefiting foreign investors and local elites at the expense of most villagers."

    The report of a project exploring human security and land rights in Cambodia. The project used a human security framework to address two questions: (1) What kind of insecurities do people in areas with land disputes have, and who is most insecure? (2) What provides people with security, and how does land policy relate to other sources of security over land? The study involved more than 400 participants in Kampong Chhnang, Ratanakiri, and Phnom Penh. The study shows that insecurity over land is about wider issues of poverty environment and livelihood insecurity.

    Political dynamics of the global land grab are exemplified in Cambodia, where at least 27 forced evictions took place in 2009, affecting 23,000 people. Evictions of the rural poor are legitimized by the assumption that non-private land is idle, marginal, or degraded and available for capitalist exploitation. This paper: (1) questions the assumption that land is idle; (2) explores whether land grabs can be regulated through a ‘code of conduct’; and (3) examines peasant resistance to land grabs.

    Whereas 2011 had seen a sharp increase in the number of Economic Land Concessions (ELCs) granted by the Royal Government of Cambodia to private companies, in 2012 conflicts became more acute and protests multiplied. The government showed that it had understood the seriousness of the situation by taking initiatives aimed at resolving land disputes, addressing some of the issues related to ELCs and granting thousands of land titles to rural families.

    This report is a summary of the 2013 CSO Land Reform Monitoring papers in Bangladesh, Cambodia, India, Indonesia, Nepal, Pakistan, and the  Philippines. It focuses on land conflicts including killings, harassments, land-related detainments, and evictions experienced in the seven countries. It also includes interventions and principles which ANGOC and LWA call for the government and institutions to adhere to in addressing such issues.

    In 2008, three sugar companies were awarded nearly 20,000 hectares of Economic Land Concessions (ELCs) in Oddar Meanchey province.


    The new research finds that associated land grabbing totaling more than 17,000 hectares has affected more than 2,000 families. Of these, 214 families were forcibly evicted.


    Meanwhile, at least 3,000 hectares of the misappropriated land has been used for logging rather than sugar plantations, according to the report, ‘Cambodia: The Bitter Taste of Sugar’, commissioned by ActionAid and Oxfam GB.
