The Government decrees to validate the Regulation. The document consists of X Sections that contain 40 Articles. Section I establishes the rules of concession of subsoil in use. Section II specifies the modes of concession. Section III regards the concession through direct negotiations. Section IV regards the organization of investment programs tender for the concession of subsoil in lease for either prospecting or extraction, or combined prospecting and extraction. Section V deals with the modalities of tender offer. Section VI summing up of tender and making known the winner.

The Government decrees to validate the Regulation. The authorized institution for state registration of contracts in the field of the use of subsoil signed between a competent authority and a user of subsoil as regards the prospecting of all types of minerals. The Government establishes that a contract on the use of subsoil without state registration is not valid. This Regulation establishes common rules for registration of contracts. The document contains 4 Annexes.

The Government, in accordance with Code on subsoil and processing of mineral resources decrees to validate the Regulation. This document determines objects, duties, rights and establishes the liability of the authorized institutions of state control over protection and use of subsoil. This Regulation is obligatory for all juridical and physical persons irrespectively of the form of property and departmental affiliation that carry out geological survey, mine workings (including hydro-mineral resources) and processing of mineral resources or use subsoil for other purposes.

The fines may be of 3 types: 1). a fixed sum, 2). total monthly income multiplied by regarded number of times, 3). minimum monthly salary multiplied by regarded number of times.

This Ministerial Decree recommends to the local regional authorities the concession to the users of hunting facilities and hunting areas the hunting reserves for a period of not less than 25 years. The local authorities of the Russian Federation are recommended to concede free-of-charge plots of land and grasslands of the state land cadastre and the state forestry register for the needs of community wildlife management calculating a hectare of land for ten thousand hectares of hunting area.
