Governments and development agencies require accurate information on the impacts of increased mortality rates caused by AIDS on the agricultural sector and rural livelihoods. Several previous studies have estimated the effects of prime-age mortality on afflicted households in relation to non-afflicted households.

Since 1985, the Chinese government has given high priority to building roads, particularly high-quality roads that connect industrial centers. This report evaluates the contribution roads have made to poverty reduction and economic growth in China over the last two decades. It disaggregates road infrastructure into different classes to account for differences in their quality, and then estimates the impact of road investments on overall economic growth, agricultural growth, urban growth, urban poverty reduction, and rural poverty reduction.

"Using district-level data for 1992, 1995, and 1999, the study estimated effects of different types of government expenditure on agricultural growth and rural poverty in Uganda. The results reveal that government spending on agricultural research and extension improved agricultural production substantially. This type of expenditure had the largest measured returns to growth in agricultural production. Agricultural research and extension spending also has the largest assessed impact on poverty reduction.

The government of Uganda, with help from its development partners, is designing and implementing policies and strategies to address poverty, land degradation, and declining agricultural productivity. Land degradation, especially soil erosion and depletion of soil nutrients, is widespread in Uganda and contributes to declining productivity, which in turn increases poverty.

This study analyzes the links between risk and the kinds of property rights that have evolved to provide the mobility necessary to raise livestock in drought-prone countries--in this case Burkina Faso, Ethiopia, and Niger. The study also evaluates the impact of cooperation on resource management in these environments. The express purpose of this research is to contribute to the current debate on resource management in highly variable environments, focusing on the impact of climate variability on and the role of cooperation in resource management.

"Policies built on presumptions of separateness or on traditional notions of urban and rural livelihoods diminish the possibilities for economic growth and poverty reduction. More effective policies will take the diversity of livelihoods along the continuum into account and also appreciate the differences among urban and rural areas and the links between them. Focusing on the connections between urban and rural areas can help to reframe our understanding of development in these areas.
