This document surveys the poor, performance and gloomy prospects for agriculture in Africa, which can be improved only if every country undertakes heavy investment to increase food production, storage, processing and distribution and 1mprove the over-all structure, institutions, research and training in the field of food and agriculture.
Le présent rapport a pour objectif d'examiner les résultats obtenus, de recenser les expériences novatrices et de fournir un cadre de discussion pour l'avenir. Cette politique s'expliquait par les choix politiques des dirigeants nationaux, le désir des gouvernements de pays nouvellement indépendants d'innover et d'agir rapidement, la nécessite d'apaiser les groupes de pression intérieurs, et, quelquefois, le manque de données fiables sur l'efficacité de ces systèmes au niveau de l'exploitation agricole.
Le principal problème de l'Afrique d'aujourd'hui dans ce domaine est de bien comprendre le concept moderne d'urbanisme. Comme c'était le cas au XVIIIe et au XIXe siècle en Europe, l’aménagement du territoire est considéré actuellement en Afrique comme un moyen de remédier aux errements du développement urbain.
L’enregistrement des titres nous ramène aux questions soulevées au début de la présente note à propos de la définition du droit foncier coutumier et de la place qu’il occupe présentement en Afrique.
This paper concentrates more on the indicators that deal more or less directly with the increase of agricultural productivity and production. There is the fundamental constraint then that because of the imprecise nature of some of the factors to be measured, the indicators themselves may not in fact be measuring what they were meant to measure. However, this does not relieve the user of constructor of indicators from the obligation to offer a hypothesis as a start and then work to the final “theorem” for that is what all indicators at the start are hypothesis.
