    This paper uses a Computable General Equilibrium (CGE) model to simulate the short-run effects of alternative food- subsidy scenarios. Savings from reduced subsidy spending are used to reduce direct taxes uniformly for all household types. The model uses a 1996/97 database with detailed household information. The simulated impact of targeting or eliminating oil and sugar subsidies is small: disaggregated real household consumption changes by ±0.3 percent.

    The tax and subsidy system in Egypt in 1986-88 was very distorted, involving large, sectorally variegated, ouput taxes and subsidies. In agriculture, there were also major input subsidies and no charges for water. In this paper, an 11-sector, computable general equilibrium (CGE) model is used to capture this mix of policies, focusing on land and water use in agriculture and on the links between agriculture and the rest of the economy.

    Morocco is currently about to start reducing industrial protection in the context of its association agreement with the European Union. However, agriculture, which represents the major income source for the disfavored rural population, is the sector that is most strongly protected. In this study, a general equilibrium model of Morocco is used as a laboratory for analyzing the short-run equilibrium effects of alternative scenarios for reduced protection for agriculture and industry.

    "In this paper we present the findings of a qualitative investigation into some dimensions and implications of policy volatility in the realms of natural resource (NR) governance and devolution in contemporary Sudan, with particular reference to Greater Kordofan. Our goal is to map out some aspects of the interplay between volatility, disempowerment processes affecting both state agents and the rural population, and certain problems of governance that are characteristic but not unique to Sudan.

    "Despite the 2005 Comprehensive Peace Agreement, which brought to an end 20 years of civil war in the Sudan, this country continues to experience smaller-scale conflicts, particularly around access to and control of natural resources. Some observers lay the blame for this on ethnopolitical or tribal divisions. However, this paper argues that there are a variety of factors at play behind these conflicts, notably the combination of resource scarcity with a crisis of governance that is particularly evident in transitional areas like the Kordofan region.

    In this study, an economywide model focused on Morocco's rural economy is used as a laboratory for analyzing issues at the core of such a rural development strategy.The model is used to explore the effects of alternative scenarios for water tariffs and sales, and supply-side advances (irrigation expansion, and accelerated productivity growth, both in agriculture and other sectors). Among these, instruments of tax policy and irrigation expansion are under the direct control of policymakers whereas other supply-side shifts are less directly influenced by government actions.

    The System-wide Program for Collective Action and Property Rights (CAPRi) sponsored an International Conference on Policy and Institutional Options for the Management of Rangelands in Dry Areas, May 7-11, 2001 in Hammamet, Tunisia. The conference focused on institutional aspects of rangeland management and brought together policy makers and researchers from North Africa, Sub-Saharan Africa and West Asia to discuss sustainable rangeland production strategies and livelihood of pastoral communities in dry areas.
