    Land and land reform cover a great range, both in terms of the geographical and development status of the countries considered, and of the variety of perspectives on the issues. The articles in this issue of Land Reform, Land Resettlement and Cooperatives reflect this breadth in a variety of ways. The articles range geographically from the paper addressing land and agrarian reform in Colombia, by Professor Darío Fajardo, to a consideration of the land reforms currently under way in Scotland, by Douglas Macmillan, Ken Thomson and Bill Slee.

    This report describes how the introduction of transferable fishing (effort) or fish (catch) quotas has affected the capacity of the fleet prosecuting the target fishery for which the harvesting rights apply.     The State of Food and Agriculture 2008 explores the implications of the rapid recent growth in production of biofuels based on agricultural commodities. The boom in liquid biofuels has been largely induced by policies in developed countries, based on their expected positive contributions to climate-change mitigation, energy security and agricultural development.

    In recent years, the traditional public right to fish in dital waters has been supplanted by limitations on access to the stocks, particularly for commercial fishers. This is achieved by statutory schemes establishing rights of varying natures. Where these rights are fully established, they highlight the legal characteristics of property. This study is a contribution by the FAO Development Law Service to teh discussion on rights-based systems in fisheries management from a legal perspective.

    The livestock sector is transforming rapidly in response to shifts in the global economy and changing societal expectations. Society expects the livestock sector to provide safe and plentiful food and fibre for growing urban populations, livelihoods for more than a billion poor producers and traders as well as global public goods related to food security, environmental sustainability and animal-borne diseases.
