Background Pastoralists have long inhabited vast areas of western China, including the Tibetan Plateau region. Their traditional land use practices and cultural conservation ethic have helped to protect the natural resource base upon which they depend and the wildlife that co-exist with them in the grassland landscapes.

Looks at nomadic pastoralists’ rights to resources, rights to land and resources in Winye country in Burkina Faso, and land rights in forested areas and plantation economies. These suggest that we should always think of land as both a private and communal resource, consider the nature of different individual and collective actors, and see them as possible rights holders who may be recognized or ignored.

    Niger

Niger is a pastoral country. However, despite its crucial economic, social and cultural impact, pastoralism remains a very uncertain activity, and Niger’s successive governments didn’t invest much in it (1% of the national budget in 2009, versus 35% for farming activities). Though from 1993 the Rural Code has produced a number of rules and regulations in order to protect and revitalize pastoralism, it was also often accused of favoring crop farmers over livestock producers. Is that true ?

It is characterized by a population density averaging 2 persons per km2 and a distribution varying between 1 person up to 22 persons per km2, depending on the scarcity of water as well as the amount of permanent and semi-permanent settlements.

Informed livestock sector policy development and priority setting is heavily dependent on a good understanding of livestock production systems. In a collaborative effort between the Food and Agriculture Organization and the International Livestock Research Institute, stock has been taken of where we have come from in agricultural systems classification and mapping; the current state of the art; and the directions in which research and data collection efforts need to take in the future.

Historically, pastoral people were able to more freely use the services their semi-arid and arid ecosystems provide, and they adapted to changes in ways that improved their well-being. More recently, their ability to adapt has been constrained due to changes from within and from outside their communities. To compare possible responses by pastoral communities, we modeled ecosystem services and tied those services to decisions that people make at the household level.
