    This brief considers progress made in understanding gender and development between the 1982 and the 2008 World Development Report. The authors acknowledge achievements in valuing women's dynamic roles in agricultural productivity and development in general, but also point to areas in which the most recent report fall short, including an acknowledgement of the lack of policy recommendations for deeper social and structural inequalities.

    This short articles provides three examples of successful projects that have improved women's lives. The example from Mozambique focuses specifically on the change of property laws towards gender equity and the implementation strategy, which included working with traditional leaders to produce legal change.

    In 2006, UNAIDS reported that almost half of the adults living with HIV and AIDS today were women. According to estimates, 38% of HIV-positive adults in India are women, and the number of young women, aged 15-24, living with HIV and AIDS is twice that of young men. HIV/AIDS has exposed the social inequities that predispose girls and women to HIV infection, but women need more than rights in order to protect themselves. In India, the AIDS epidemic magnifies the devastation of women’s property violations.

    Organizational Approaches for Women's Property Rights

    Women in many countries are far less likely than men to own property and assets - key tools to gaining economic security and earning higher incomes. Though laws to protect women's property rights exist in most countries, gender and cultural constraints can prevent women from owning or inheriting property. In this series, the International Center for Research on Women (ICRW) suggests practical steps to promote, protect and fulfill women's property rights.

    This paper calls attention to the ambiguity of SAARC’s position
    on the importance of land rights, as well as to the absence
    of an official declaration from SAARC on land rights and issues
    as these relate to farmers in the region. Judging by its official
    documents, SAARC has no clear profile of the poor in South Asia.
    At the minimum, SAARC needs to recognize the interrelatedness
    of poverty alleviation, agricultural production, food security and

    This issue brief argues that before ASEAN could engage in
    meaningful dialogue with NGOs, it will first have to grapple with
    a number of issues, namely, (1) food security for farmers that
    likewise promotes poverty eradication and rural development; (2)
    property rights as a fundamental human right of farmers; (3)
    ensuring justice in poverty eradication and rural development
    efforts; and (4) economic growth as a precursor for social
    development.
