    The Conservation Reserve Program (CRP), enacted in 1985, provides conservation benefits and agricultural supply control through voluntary, long-term retirement of crop land. Large-scale, long-term land retirement programs produce, in varying degrees, negative effects on those businesses and economic sectors that provide agricultural inputs and services. While the effects of the CRP on agriculture are well understood, economic assessments of the market-value of conservation benefits from the program accruing to rural economies remains largely undocumented.

    Farm profitability varies widely among producers, but the reasons for those differences are not clear as it is generally not known if the same farms are in the higher profit categories every year. Characteristics of the individual producer also vary substantially. Farm size, crop yields, cost of production, debt structure, and land ownership are some of the traits which differ among farms.

    Can Delaware's agriculture coexist (and prosper) in the face of competing land uses over the next twenty years? We believe that maintaining Delaware's agriculture as a viable land-use alternative depends on the success in addressing three critical challenges. First, will residential, commercial, and industrial land uses be forced to bear the full costs that their land-use decisions visit on Delaware agriculture? Alternatively, will agriculture be fully compensated for its contribution to Delaware's economy and quality of life?

    We examine different market-based mechanisms and other incentives intended to promote the environmental remediation and reuse of brownfields. Policies that encourage cleanup and re-use of brownfields offer real estate developers reductions in regulatory burden, relief from liability for future cleanups once certain mitigation standards are met, and/or financial support for regeneration of brownfields. We use conjoint choice experiments-a stated preference approach-to assess the responses of real estate developers to different mixes of these incentives.

    Concern about "open space" is growing. Conservation advocates worry that private land use decision-makers preserve too little open space. Yet private land developers are deciding on their own to preserve open space in new developments because it provides amenities to purchasers of lots. Moreover, tax provisions provide incentives for preserving more open space than would be privately optimal. Many jurisdictions have adopted "use-value assessment" standards granting favorable tax treatment to lands maintained in open space.

    We conduct a national-scale study of the determinants of agricultural land values to better understand how current farmland prices are influenced by the potential for future land development. The theoretical basis for the empirical analysis is a spatial city model with stochastic returns to future land development.

    Leafy spurge is an exotic, noxious, perennial weed which is widely established in the north central United States and is an especially serious problem in the northern Great Plains (Bangsund et al. 1999). In 1997, the Agriculture Research Service and Animal Plant Health Inspection Service, U.S. Department of Agriculture, initiated a major Integrated Pest Management (IPM) research and demonstration project to develop and demonstrate ecologically based IPM strategies that can produce effective, affordable leafy spurge control.

    In the 1990's, urban demand for housing land around city-agglomerations increased rapidly. Additionally, the decreasing profitability of agricultural production caused farmers, who are able to freely decide on land turnover, to be interested in land sale for non-agricultural purposes. At the same time, Polish counties received the status of self-governments, which then imposed their will upon local economic development. In this way, counties became responsible for land management as well, and started supporting the process of land conversion, perceived as a factor of the above development.

    At the beginning of the transition, the economic decline of agriculture partially relaxed the pressure on the wildlife. However, the policy continued to concentrate on regulating the intensity of production rather then creating incentives to produce environmental qualities. The structural adjustment process in agriculture caused the low return (poor) land to be released from production, especially, in protection zones with severe environmental restrictions.

There is a well established correlation between the exposure of countries to external or internal conflicts, and the deterioration or long-term stagnation in their food security. Most conflicts, and especially the internal conflicts that have now become the dominant model of mass violence, mainly affect rural areas and their populations.
