    During revolution and national unification, Vietnamese government nationalized agricultural and forest land throughout the country. While agricultural land was de-collectivized in the Doi moi reforms since mid-1980s, the majority of forest and forest land has continued to be managed by state enterprises. For members of Vietnam’s 53 recognized ethnic minority groups, the formation of state-owned forest enterprises (SFEs) has meant the end of customary tenure arrangements, leading to exclusion from traditional lands used for agriculture, hunting, and collection of non-timber forest products.

    When finalizing the New Urban Agenda, United Nations Member States should address land as a key focus area and give attention to all types of human settlements: urban, peri-urban and rural, rich and poor. Members States should confirm and build on existing international instruments that promote the following: secure tenure for all, the public control of land use, the generation of land-based revenue to benefit everyone, and responsible land governance.

    The New Urban Agenda (NUA) is about people. People need a place to live in dignity and a place means land; land for housing, working, education, commercial activities, leisure, transport etc.

    Today’s high population growth puts increasing pressure on land, which in turn becomes increasingly scarce. We are at a turning point! The use of and access to land need to be managed with care and responsibility in order to harness the transformative potential of the NUA, in particular in situations where cities need to grow.

    Over the past 15 years, tens of millions of hectares of land have been acquired by large investors in developing countries. The Land Matrix documented 1,037 transnational land deals covering 37,842,371 hectares during this period, while many more deals remain undocumented.1 This global land rush is causing widespread forced evictions and denial of access to key land and natural resources for millions of women, small- scale food producers, pastoralists, gatherers, forest dwellers, fisherfolk, and tribal and indigenous peoples.

    Ten African countries have signed up to the New Alliance for Food Security and Nutrition – the G8 countries’ main strategy for supporting agriculture in Africa that was launched in 2012. As the New Alliance has been under way for three years, some of its likely impacts are becoming clearer. This briefing – covering Nigeria, Malawi, Tanzania and Senegal – shows that some large companies involved in the New Alliance are already accused of taking part in land grabs in some countries.
