    This policy brief aims to give an overview of land degradation hotspots in Kenya and the policy options for land restoration. In this assessment, land degradation is referred to as the persistent loss of ecosystem function and productivity caused by disturbances from which the land cannot recover without human intervention (unaided). Hotspots are defined as places that experience high land degradation and if left unattended, will negatively affect both human wellbeing and the environment.

    Between 2004 and 2006, a massive programme of evictions has been carried out in forest areas of Kenya. Houses, schools and health centres have been destroyed, and many have been rendered homeless. Estimates indicate that in six forests alone, more than a hundred thousand persons were forcibly evicted between July 2004 and June 2006.  Evictions in a number of forest areas are reportedly continuing and humanitarian groups are expressing growing concerns about the ongoing increase in internally displaced persons from forest areas in Kenya.

    According to the United Nations Guiding Principles on Internal Displacement (1996), “Internally displaced persons (IDPs) are persons or a group of persons who have been forced or obliged to flee or to leave their homes of habitual residence, in particular as a result of or in order to avoid effects of armed conflict, situation of generalised violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognised State border”. There are more IDPs in the world than refugees.

    Evidence from the first Nairobi Cross-sectional Slum Survey (NCSS) conducted in the city by the African Population and Health Research Center (APHRC) in 2000 revealed that slum residents have the worst health outcomes of any group in Kenya (including rural residents). They have limited access to basic facilities such as water and sanitation, or opportunities for life such as education and employment, and that they endure the near absence of the public sector and law enforcement agencies in their daily lives.

It finds that Kenya’s formal housing policy has a strong supply focus that shortchanges rural dwellers whose main challenge to adequate and good housing is based on demand constraints.
