    This study presents the findings of an agricultural assessment for St. Kitts and Nevis in 1983 funded by USAID.

    It suggests that more intensive use of labour and land could occur if individuals or groups of individuals have more widespread and secure access to government controlled land. The paper recommends that a project be developed that assists several hundred people to become farm operators, through land purchase arrangements or long term land leases, on land that is government controlled.

    Will intensifying the road network around market areas produce greater economic returns and less environmental damage than extending the road network into new areas?Rural roads promote economic development but also facilitate deforestation. To explore the trade-offs between development and environmental damage posed by road building, Chomitz and Gray develop and estimate a spatially explicit model of land use.

    This paper considers the evidence surrounding the popular view that common property management regimes (CPMRs) of forest management in Latin America must inevitably break down in the face of economic and demographic pressures. The evidence shows that there have been both positive and negative experiences, with a number of policy implications. The over-riding need is to correct for institutional and policy failures which have catalysed the erosion of CPMRs.

    The global food system will experience an unprecedented combination of pressures over the next 40 years. Global population size will increase and competition for land, water and energy will intensify, while the effects of climate change will become increasingly apparent. Over this period, globalisation will continue, exposing the food system to novel economic and political pressures.This final report of the Foresight Global Food and Farming Futures Project argues that decisive action needs to take place now. The report identifies five considerable challenges ahead:

    Paper uses a new pre-1940 Third World data base documenting real wages and relative factor prices to explore their determinants. There are three possibilities: external price shocks, factor endowment changes, and technological change. As the paper's title suggests, technological change is an unlikely explanation. The paper lays out an explicit econometric agenda for the future, although more casual empiricism suggests that external price shocks were doing most of the work, and declining-transport-cost-induced commodity price convergence in particular.

    Understanding land accumulation dynamics is relevant for policymakers interested in the economic effects of land inequality in developing country agriculture. This Working Paper explores and simultaneously tests the leading theories of microlevel land accumulation dynamics using unique panel data from Paraguay. The results suggest that farm growth varies systematically with farm size – a formal rejection of stochastic growth theories (that is, Gibrat's Law) – and that titled land area may have considerable infuence on land accumulation.

In recent years, the issue of transforming tenure structure through the market mechanism has moved into the spotlight. This paper argues that it is extremely helpful to approach the topic from an institutional perspective. The institution of property rights is central to the discussion. New questions emerge: How are transactions actually being carried out in the rural setting?
