    Depuis mars 2004, le Ministère de l’Agriculture de l'Élevage et de la Pêche malgache en charge de la Direction des Domaines et des Services Fonciers, a initié un vaste programme appelé Programme National Foncier (PNF). Le Programme National Foncier malgache présente des innovations pouvant susciter l’intérêt des décideurs (et des bailleurs de fonds). Cependant, les divers axes de la réforme n’ont pas évolué à la même vitesse. Les discussions sur les premiers bilans à 1 ans mis en évidence les préoccupations des divers acteurs.

    A new issue of the FAO Land Tenure Journal is now published in both hardcopy and in electronic formats. The 1/2011 issue features five continents and subcontinents exploring common challenges including tenure governance, the legal recognition of customary tenures, land scarcity and redistributive reforms, and the increasing role of information technology in tenure systems. The Land Tenure Journal provides an open, impartial and practice-oriented global forum for promoting the latest knowledge in land tenure.

    This publication provides a summary of the current situation of forest tenure globally, drawing primarily on the forest tenure assessments carried out by FAO in rent years and informed by several other sources. Based partly on the documents produced by the forest tenure assessment and partly on experiences described in the wider literature, the publication then reviews specific experiences of forest tenure and tenure reform, drawing lessons about what has worked and why, and identifying potential risks associated with particular approaches.

    The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.

    Recognizing and protecting customary land rights is a critical component of protecting and defending the land rights of the rural poor. This study is founded upon the notion that protecting and enforcing the land claims of rural Africans may be best done by passing laws that elevate existing customary land claims up into nations' formal legal frameworks and make customary land rights equal in weight and validity to documented land claims.
