    The fishing industry's aggressive and expanding search for fish from the sea reached a turning point in 1990. After many years of increasing production, the global marine and inland catch from natural stocks declined from the 1989 peak of about 89 million tons to 85 million tons in 1993. Aquaculture production did not increase enough to meet the shortfall, and total production also fell in 1990 and 199. Present indications are that production from natural stocks will be below the current level in the year 2020; at best, it will maintain its present level.

    In this study, an economywide model focused on Morocco's rural economy is used as a laboratory for analyzing issues at the core of such a rural development strategy.The model is used to explore the effects of alternative scenarios for water tariffs and sales, and supply-side advances (irrigation expansion, and accelerated productivity growth, both in agriculture and other sectors). Among these, instruments of tax policy and irrigation expansion are under the direct control of policymakers whereas other supply-side shifts are less directly influenced by government actions.

    Poverty and malnutrition are significant problems in South Africa. The vast majority of poor people in the country are black and live in rural areas (RDP 1995; SALDRU 1994). Unemployment in South Africa is extremely high, female-headed households and black children are particularly vulnerable, and basic services are inadequate.' The poorest segments of South African society are overwhelmingly dependent upon a mix of social pensions, remittances, low wages, piece jobs, and, to a small extent, agricultural production. The nutritional situation in South Africa is as alarming.

    Human milk is a food that meets all conditions for an infant's nutrition security and is the most important food for more than 10 percent of the population in Sub-Saharan Africa (children less than three years of age). Statistics on production of human milk at local and national levels are lacking for Africa. In this paper, the quantity of human milk production in Mali, Senegal, Nigeria, and Zimbabwe is estimated. The annual production in the urban and rural areas in a county in Mali is estimated at 13 and 17 kilograms per capita, respectively.

    The authors take a fresh look at the role of rural financial policy in improving household food security and alleviating poverty. They develop a conceptual framework for relating access to financial services to food security and review empirical findings on household demand for financial services. They explore the potentials for linking informal lenders (relatives, credit groups, and moneylenders) with the formal financial systems (banks and cooperatives).

    This paper introduces a modeling method which simulates a village's response to population and market pressure. The method combines a linear programming model with a biophysical model of soil condition and plant growth. The linear programming model simulates farmers' plans aggregated at the village level, and the biophysical model predicts yields and land degradation for different land use and cropping patterns. The method has been calibrated for two villages located in a semi-arid and a sub-humid savanna region in Burkina Faso in West Africa.
