This report examines the motivation and willingness of Village Civil Protection Committees (VCPCs) and communities to mobilize resources at community level for Disaster Risk Management (DRM). To do this, a participatory action research (PAR) approach was utilized, facilitated by SWOT analyses, in combination with focus group discussions (FGDs) and key informant interviews (KIIs). The findings revealed that communities had prepositioned resources to prepare for disaster response as part of risk reduction.

In many developing countries, smallholder farmers cultivating vegetatively propagated crops (VPCs) have limited access to quality planting material. This constraint can limit both the yield of and returns on VPC cultivation. Yet policy and regulatory initiatives designed to strengthen access to quality VPC planting materials have been relatively unsuccessful to date. Part of the problem is the unique biological and economic characteristics of vegetative propagation and its distinctness from cereal crops, which dominate narratives on seed system reforms.

In the face of global pressures of change and biodiversity loss, crop wild relatives (CWR) and wild-utilized species (WUS) urgently require conservation attention. To advance conservation, we assembled a national inventory of CWR and WUS in Canada. To assess current ex situ conservation of these plant species, we gathered a virtual metacollection of accession data from botanical gardens and national genebanks.

A substantial body of research on these important issues comes from a research theme of the CGIAR Research Program on Policies, Institutions, and Markets (PIM) that focused on the governance of natural resources (Flagship 5, or PIM5). Research in Flagship 5 examined the policy and institutional foundations for improved natural resource management. It analyzed how tenure security affects sustain¬able management and how individuals, groups, and communities govern the land, water, fish stocks, and forests.

The Ethiopian economy relies predominantly on rainfed agriculture for income generation, export earnings, and rural livelihoods. However, the frequency and intensity of extreme ago-climatic events projected by climate scenarios suggest considerable and growing risks from climate change to the country’s agri-food systems and the overall economy. This study assesses the economic impacts of recurrent climate shocks on the Ethiopian economy to 2040.

Increased diversification of rural households into the rural non-farm economy is an important driver of economic growth and structural transformation in countries like Ethiopia where the vast majority of people live in rural areas and are largely dependent on seasonal agriculture. Some of the benefits of diversification include efficient utilization of asset endowments (e.g., labor during dry season) and reduction of risks.

How could having farmers play experiential games contribute to improving groundwater governance? These games are an example of an innovative procedure, a policy instrument or institutional tool, which those involved in improving groundwater governance could use to understand their problems and opportunities; consider and possibly agree on norms or rules that might avoid aquifer depletion, and create shared gains that use water more productively.

Within discussions of land and resource rights, there is growing attention to women’s rights, mostly in terms of household and individual rights to private property. This leaves unanswered questions about whether and how women’s land rights can be secured under collective tenure, upon which billions of people worldwide depend. There is an important gap in conceptual tools, empirical understanding, and policy recommendations on women’s land rights within collective tenure.
