    The study explores the relationship between decentralization and conflict, comparing two case studies in Cambodia and the Philippines. It addresses to what degree and in what ways decentralization influences conflicts that are related to natural resources management (NRM), especially where local institutions are often unrepresentative of, and unaccountable to local communities. In developing countries, the research indicates that sufficient time is an essential component for bringing about genuine and effective local governance, as well as being a means for averting conflict.

    Ten IDRC-supported community forestry projects in six countries were selected for this synthesis study. A sizable part of the rural population in these countries are designated as ‘encroachers’ or ‘trespassers’ in the ‘forest.’ Many of these forest users claim long standing customary rights to the area, some of which are formally recognized in state law, but seldom in practice.

    The Cambodian government redistributed 1.2 million hectares, some revoked from economic land concessions (ELC), to more than 710,000 smallholders as private ownerships (2013-2014). The paper outlines key steps for granting new land concessions and improving the efficiency of existing ELCs (or similar large-scale state land licences). Cambodia’s excessive large-scale state land concessions have adversely affected the livelihoods and land tenure rights of local people, threatening the country’s rich biodiversity and restricting access to land especially for new farmer households.

    Climate change and green grabbing/resource grabbing together call for nuanced understanding of governance imperatives, and for constructing a knowledge base appropriate to political intervention. This paper offers preliminary ways in which interconnections can be seen and understood, and their implications for research and politics explored. It concludes by way of a preliminary discussion of the notion of ‘agrarian climate justice’ as a possible framework for formal governance or political activism relevant to tackling grey area interconnections.

    The « Environment and Natural Resources Code of Cambodia » (Sixth Draft – – 20 November 2016) is a very extensive proposed law (535 pages !) which will have, if adopted, major impacts on many aspects of Cambodian development (Mines, Energy, Urban planning, etc..) but is particularly important for the management of Protected Areas and of Forests and Fisheries. The code has been elaborated by a panel of experts and several working groups led by Vishnu Law Group. A public national consultation has been organized by MOE in Dec 2016.

    Dans les villes en développement, les marchés fonciers et immobiliers sont en grande partie informels. Ils concernent les pauvres comme les classes moyennes. À Phnom Penh, l’analyse de la dynamique des marchés fonciers et immobiliers et des modes d’accès au logement dans les quartiers informels permet de mieux comprendre les tendances contradictoires des dynamiques en cours. Cette analyse peut alimenter la définition d’une politique de l’habitat destinée à réguler le marché foncier et immobilier et favoriser l’accès à la ville pour les populations pauvres.

    Following the success of the inaugural Regional Land Forum in Hanoi in 2016, the Second Regional Land Forum was held from 28-30th May, 2018, in Bangkok. The Regional Land Forum aims to provide a multi-stakeholder platform for networking and dialogue on land governance issues across the Mekong region, particularly Cambodia, Laos, Myanmar and Vietnam (CLMV).

D’une part, la politique foncière cambodgienne, essentiellement structurée par un grand programme de cadastrage et d’immatriculation foncière (LMAP) financé par la Banque mondiale, ignore les relations foncières ne correspondant pas au modèle de la propriété privée individuelle, à savoir les droits délégués et les modes de faire-valoir indirect.

    This paper aims to provide keys that will help us understand contemporary land dynamics in these four countries. In order to do so it highlights their similarities and differences, both in the long history that shaped today’s local land situations and in more recent reforms implemented in the context of greater economic openness.
    The first part of the paper sets the cultural and historical context, with an overview of the diverse ways that the political authorities and different groups within the region have related to land.
