    Equity has featured prominently in international climate change discourse since the establishment of the United Nations Framework Convention on Climate Change (UNFCCC) in 1992. Looking forward, equity is expected to be of even greater relevance in this year’s hoped for landmark climate agreement, to be finalized at the 21st Conference of the Parties (COP21) in Paris. Reducing Emissions from Deforestation and Forest Degradation (REDD+) remains central in global conversations at the intersection of forest and climate change policy.

    Many  countries  in  the  region  are  developing  or  revising  their  national climate chage adaptation strategies and it is critical that forest use by communities be considered and included within these plans. At the same time, mitigation activities  such  as  REDD+  have  rarely  explicitly  considered  adaptation or  the  need  to  develop  adaptive  capacity  (FAO,  2012). This  means  that valuable  opportunities  are  being  missed  to  ‘couple  up’  activities  with a goal to achieving results in both areas.

    In December 2004, the passing of the Forest Protection and Development Law (FPDL) legally recognized community forest management (CFM) in Vietnam for the first time. Despite this step, skepticism remains about whether CFM can work in practice and to what extent legal recognition contributes to effective forest protection and management.

    During 2008, in response to these concerns, the Forest Governance Learning Group (FGLG) visited 25 villages to learn from field implementation of CFM in seven provinces.

    The European Union funded Voices for Mekong Forests (V4MF) project conducted a set of forest governance and capacity needs assessments in late 2017 and early 2018 to assess the state of forest governance in five GMS countries: Thailand, Lao PDR, Myanmar, Cambodia, and Viet Nam.

    This report address the current state of forest governance in Viet Nam, while also suggesting specific measures that can be implemented to overcome the challenges identified and realize the extensive governance opportunities that exist in the region.

    Recognising that trade drives illegal logging and that poor governance enables it, the European Union (EU) developed the Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan. Effective participation of all actors — especially staff from governments, the private sector and civil society — is a must to strengthen forest governance. The EU therefore places participation at the heart of the FLEGT Voluntary Partnership Agreements (VPAs) it develops with timber-exporting countries to address illegal logging and associated trade.
