    Following initial enthusiasm in the post-war period, land reform fell out of favour with donors from the early 1970s. Nonetheless, sporadic efforts to redistribute land continued: Ethiopia in 1975, Zimbabwe in 1980 and a renewed commitment to land reform in the Philippines in 1988. These reforms stemmed from shifts in the domestic balance of power between landowners and landless workers and peasants, which were quite independent of donor policies.

    This paper is about Untouchable ancestors' strong emotional attachment to their ancestral land. Ancestrors of Untouchables remain in their ancestral land at the margin of the village, whereas ancestors of high castes leave for the abode of ancestors, after expiating their sins by transferring them to Untouchables. Since land became a saleable commodity during the nineteenth century, many high caste people became the owners of marginal lands. This trend culminated in land reforms, which officially turned the "landless agricultural labourers" in to landowners.

    The poor adapt and learn to live with poverty in a variety of ways. They also try to cope with shocks from events such as droughts, floods and loss of employment. Environmental resources play a vital role in their survival strategies. As the poor depend on environmental resources, one can expect them to have a stake in their preservation. Much of the damage done to natural resources is by others. Thus deforestation is much more an outcome of commercial logging for timber than fuelwood gathering by the poor.

    This study examines the use and management of natural resources in an area of South Africa at a time of profound political and social change. It takes as its focus the Mutale River valley, which lies almost entirely within Venda, a former black 'homeland' under the South African system of apartheid, and now part of the Northern Province. Venda is situated in the north-eastern corner of the country, adjacent to the Kruger National Park and the border with Zimbabwe.

    - these paradigms will provide operational guidance at the more practical level

    Discusses the debate around structural adjustment and African agriculture, the history of the Tanzanian cotton sector and farming systems in the main cotton growing area of the country before reporting the results of a small survey of cultivators carried out at the end of the 1997/8 seed cotton marketing season. This survey, carried out in the fourth year of market liberalisation, covered crop sales, farming methods, marketing behaviour and perceptions of the marketing system.

    The valuation of resources found in the watershed area is important in assessing the impacts of changes in the watershed. While the change will have positive impacts which are short-term in nature, there are long-term environmental damages associated with economic benefits.

    This paper gives a rational judgment on the soundness of such changes through cost and benefit analysis. The watershed approach is utilized to capture the effects that are relevant in the analysis.
