ABSTRACTED FROM SUMMARY OF OBJECTIVES: This study aims to examine the validity of some of the concerns expressed in Cambodia over the potential effects of FDI in agriculture on local communities and their environment. Initially, it investigates the extent and nature of FDI in agriculture and its sub-sectors, including crops, livestock, food processing, forestry and fisheries. It then analyses the policy and regulatory environment and institutions governing and facilitating such FDI, as well as prevailing business models, in the acquisition of agricultural land.

The report focuses on drivers of deforestation and degradation and additional components covered under REDD+, i.e. conservation, sustainable forest management and enhancement of carbon stocks, other than in the extent to which these aspects contribute to reducing deforestation and forest degradation.

Vietnamese land-tenure policy reforms were embedded into general economic reforms (Doi Moi), enabling the country’s transition toward a market economy. Since 1998, they were implemented incrementally together with complementary instruments such as agricultural market liberalization and new economic incentives. Major steps included disentangling socialist producer cooperatives and assigning land-use rights to its former members, developing and adapting a national legal framework (Land Law), and enhancing tenure security through gender-balanced inheritable land-use certificates.

In the period before French colonisation (pre-1863), when all land belonged to the sovereign, people were freely allowed to till unoccupied land and could cultivate as much as they liked. With French colonisation, a property-rights system was introduced in 1884.

These conflicts are escalating, sometimes violent, and are attracting more and more attention from the media. They have mobilized numerous local and international NGOs, and often triggered the development of an increasingly visible national civil society.
