The present Act lays down provisions relating to the levying of tax on the small number of land owners in the province granted mineral rights under land before 1950. These are known as freehold mineral rights. The tax is assessed annually per hectare, depending on the amount of land to which the owner has freehold mineral rights and whether minerals are being produced from the land. The text consists of 22 sections.
This Act sets up a Ministry of Lands, Parks and Housing. For the purposes of this Act the minister may enter into agreements with; the government of Canada or its agent, or the government of a province or its agent, or with any other person or a municipality. Section 6 set out the powers of the minister. Section 7 deals with appropriation, and section 8 with securing advances. Section 8(1) sets out in detail the provisions dealing with affordable housing assistance and security for it.
The present Regulation is enacted under the Muskwa Kechika Management Area Act. In particular, the Regulation lays down detailed provisions concerning the Muskwa Kechika Management Area. The text – consisting of 10 chapters – deals with the following aspects: approval of forest development plans, renewable or replaceable agreements and permits, General Management Direction, special resource management zones, protection resource management zones.

The present Act provides for the Reconciliation, Settlement and Benefits Agreement between the Province and the Musqueam Indian Band. Furthermore, the Act vests ownership of some parcels of land from Pacific Spirit Regional Park to the Musqueam and addresses a number of other features, such as land-use terms, covenants, and zoning to allow for residential multi-family development on one of the parcels.
The present Regulations is made under section 11 on power to make regulations of the Musqueam Reconciliation, Settlement and Benefits Agreement Implementation Act. The present Regulation implements the Oil and Gas Activities Act. Sections 24 and 25 of the present Regulations address the requirement to survey pipelines and well sites, related to oil and gas activity, within specified time frames. Section 26 provides a mechanism to apply for an extension to the time frames stated in sections 24 and 25. This Act regulates the creation of Regional Park Districts. Article 2 states that, upon receipt of a petition from the councils, trustees, or both, of two or more municipalities, the Lieutenant Governor in Council may, on the recommendation of the minister, incorporate the area of land within the boundaries of the municipalities and its residents, into a regional park district.
This Act creates a framework for the designation and management of Crown land as park land or recreation areas. In such areas, the Minister must administer the following: government rights, property and interests, wildlife and its habitats, preservation, development use, etc. of these areas and their natural resources; the regulation and control of public and private use or exploitation of these areas and their resources, and of human activity and conduct (sect. 3).
