To meet carbon emissions targets, more than 30 countries have committed to boosting production of renewable resources from biological materials andconvert them into products such as food, animal feedand bioenergy. In a post-fossil-fuel world, an increasingproportion of chemicals, plastics, textiles, fuels and electricity will have to come from biomass, which takesup land. To maintain current consumption trends theworld will also need to produce 50–70 percent more foodby 2050, increasingly under drought conditions and onpoor soils.

This report shows that while more inclusive growth is the ultimate solution to poverty in Lesotho, the country can and should use selective social transfers to reduce poverty more rapidly among the extreme poor. But because the majority of the transfers are received by people who are not among the extreme poor there is room for increasing the efficiency and effectiveness of spending on safety nets which. These programs should be productive and concentrate on the extreme poor Basotho.

Will formalising property rights reduce poverty in South Africa’s ‘second economy’?

Questioning the mythologies of Hernando de Soto

    Global, Afrique, Afrique du Sud

De Soto’s influential book The mystery of capital offers a simple yet beguiling message: capitalism can be made to work for the poor, through formalising their property rights in houses, land and small businesses. This approach resonates strongly in the South African context, where private property works well for those who inhabit the so-called ‘first economy’. Evidence from South Africa, however, suggests that many of de Soto’s policy prescriptions may be inappropriate for the poorest and most vulnerable in our society, and have negative impacts on their security and well-being.

This learning brief suggests that one of the factors limiting the ability of the country to make good on its constitutional obligations relating to land reform is that we, as a country, have a missing middle – smallholder plots – when it comes to land reform.

It is fairly well understood how an incremental settlement approach to addressing South Africa's housing and settlement needs works, but there is less understanding however for how an incremental settlement approach could work in the context of tenure security.
