    This Order amends the Town and Country Planning (General Permitted Development) Order 1995 in relation to England only. The amendments concern, among other things: powers of local authorities pursuant to the principal Order to give directions so as to apply a specific planning permission required for development of a specified class in the area to which the direction applies; the procedure relating to such directions; other planning permissions; and other development.

    These Regulations make provision in Wales for the administration of Regulation (EU) No. 1307/2013 of the European Parliament and of the Council establishing rules for direct payments to farmers under support schemes within the framework of the common agricultural policy and some associated Regulations. They specify the minimum eligible area of a holding in respect of which direct payments may be granted to a farmer and the activities a farmer must carry out in order to maintain an agricultural area in a state suitable for grazing or cultivation.

    These Regulations amend the Planning (Environmental Impact Assessment) Regulations (Northern Ireland) 1999 to effect to Article 3 of Directive 2003/35/EC of the European Parliament of the Council of 26 May in so far as it affects public participation in the decision-making process for applications and appeals relating to development for which environmental impact assessment is required.

    These Regulations further implement in Scotland the requirements of Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources by designating the revised vulnerable zones in accordance with Article 3(4) of the Directive. Under Article 3(1) of the Directive, Member States are required to identify waters affected by pollution and waters which could be affected by pollution in accordance with the criteria set out in Annex 1 to the Directive.

    These Regulations make provision in Northern Ireland for the administration and enforcement of compliance of farmers with standards regarding "good agricultural and environmental condition" as expressed by Regulation (EU) No. 1306/2013, Commission Delegated Regulation (EU) No 640/2014 and Commission Implementing Regulation (EU) No 809/2014. These Regulations concern a direct support schemes under the Common Agricultural Policy.

    These Regulations make provision in respect of requirements for urgent applications for works to buildings on Crown land which are listed or which are in conservation areas. Section 93 of the Planning and Compulsory Purchase Act 2004 amended the Planning (Listed Buildings and Conservation Areas) (Scotland) Act 1997 by inserting new section 73B. This section makes provision for urgent applications for works to buildings on Crown land which are listed or which are in conservation areas and provides for such applications to be made directly to the Scottish Ministers.

    These Regulations introduce a new prescribed form for a notice under section 21(1) or (4) of the Housing Act 1988 informing a tenant that the landlord intends to seek recovery of possession of a property let on an assured shorthold tenancy (“a section 21 notice”) and new restrictions on the use of the “no fault” eviction procedure for assured shorthold tenancies where a landlord has not complied with certain obligations.

    These Regulations amend the Town and Country Planning (Local Development Plan) (Wales) Regulations 2005, which make provision for the operation of a new system of local development plans established by the Planning and Compulsory Purchase Act 2004. Amendments concern, among other things, inclusion of a marine plan prepared by the Welsh Ministers under Part 3 of the Marine and Coastal Access Act 2009 in the list of matters to which the Local Planning Authority must have regard in preparing a Local Development Plan.

    These Regulations amend the Landfill Tax Regulations 1996 in regulation 31(3) so as to provide for information to be given to the Commissioners for Her Majesty’s Revenue and Customs about fines that fail the LOI (lost on ignition) test provided for in the Landfill Tax (Qualifying Fines) Order 2015, which sets out what fines are qualifying fines and conditions that must be met for treating fines as qualifying fines.
