    Increasing the area under irrigation and the widespread adoption of seed-fertilizer technology were the major factors that contributed to enhanced rice production in Sri Lanka, enabling the country to achieve self-sufficiency in rice. In recent years, there has been a shift in emphasis from expanding the irrigated land base to enhancing the productivity of irrigated land through diversification of agriculture and improvement of rice production, with better water management in irrigation schemes.

    The main objectives of the workshop were to discuss current insights into the water quality of the Bundala Lagoons, to set priorities for further research, and develop appropriate water management strategies that could improve and sustain the environment of the Bundala Na- tional Park. The workshop brought together a multidisciplinary group of 38 people from 22 governmental and nongovernmental organizations.

    This paper attempts to present the linkages between irrigated agriculture, human health, and the environment based on a review of data available from Sri Lanka. Section 2, presents the background by reviewing irrigation development in Sri Lanka. Section 3 presents an outline for selecting the key environmental impacts of irrigation development, and suggests physical and economic indicators to quantify these impacts. Section 4 presents the main data with a short explanation of the main irrigation, health, and environment relationships and a review of their current status in Sri Lanka.

    Although many irrigation systems in the dry zone of Sri Lanka have water shortage problems, water consumption is very high during land preparation. This paper analyzes the impact of institutional interventions on efficient water management, especially during the land preparation period. It provides a comprehensive understanding of the factors behind prolonged periods of land preparation so that system managers and farmers communities can develop appropriate interventions to reduce water consumption
