    This report is part of the USAID Climate Change Adaptation Project Preparation Facility for Asia and The Pacific project and details efforts to establish a long-term demonstration site in Nepal to identify CF-CCA interventions through participatory approaches, develop proposals for priority interventions, access external finance for a minimum of one intervention, and then implement the intervention(s) through the women-led CFUG.

    I am very glad to have this opportunity to be at the World Forestry Congress.

    My name is Theya Chaw from Layshi township, Khantee district, Sagaing region of the Republic of the Union of Myanmar. I am from the Naga ethnic group, and come from a remote area near the tri-junction of India, China and Myanmar.

    Where I come from, land is divided and ruled according to our local ancestral customs, and traditionally managed without the main purpose of forest  conservation. In the past, local communities made their living through Taung-ya or shifting cultivation.

    This publication serves as a resource for community level facilitators to provide explanations about the basics of climate change and the role of forests. It aims to raise the awareness of grassroots stakeholders for Reducing Emissions from Deforestation and Forest Degradation (REDD+).     A lack of respect for the role of local people in land use planning and local farming traditions have led to the encroachment of forest land in many areas in Viet Nam, hindering the sustainable management of forest resources. Based on a review and assessment of overlapping forest land boundaries, and taking into account local customs, this brief offers a solution to this challenge. For any solution to work, it is important to ensure the active participation of local people in implementing land use planning and land allocation.

    Climate change-induced agriculture failures will increase the reliance of rural communities on forest resources to make ends meet, particularly for communities with the least household assets. Women in rural communities will be especially impacted by climate change, as traditionally, they are responsible for ensuring household food security and collecting food from the forest.

Instead of dwelling on the failures and the negative, it celebrates the “good” and the many positive management efforts in the Asia–Pacific region. It highlights the many people who are striving for excellence in forest management and seeks to encourage others to emulate these positive efforts. Collectively, the story of forestry that emerges may be more about endeavour and ingenuity than greed, indifference and incompetence.
