    In this Highlight, the impact of metering of electric tube wells on groundwater use in West Bengal, India was quantified. Quantification of impact was made feasible through surveys conducted in 2004 and 2007 and then again a follow-up survey in 2010 by revisiting the same villages and households. Difference in difference framework was used to quantify the impact. The major result is that the expected impact on reducing pumping hours was felt only in the boro season.

    West Bengal had started a program of metering of agricultural tube wells in 2007. Since then, the state has successfully metered almost 90 percent of its electric tube wells. This comes at a time when most other states in India have steered clear of metering even though universal metering is mandatory according to the Electricity Act of 2003. Why is it then that the government of West Bengal succeeded when others floundered? This paper offers answers in terms of economics of metering and agrarian politics and discourses surrounding groundwater in the state.

    Groundwater irrigation over the past few decades has improved stability in cropping but resulted in aquifer depletion in semi-arid regions of India. To minimize decline of groundwater levels, Managed Aquifer Recharge (MAR) interventions are widely adopted, supported by local communities, state and central governments. Albeit a desirable intervention, there is overwhelming evidence that many of the MAR structures are excessively designed, poorly located and therefore reflect poor investment of valuable human and financial resources.

    The purpose of the evaluation was to quantify the impact of the recent policy change in West Bengal relating to the pricing of electricity from a flat rate tariff to metered tariff. The study attempted to assess its impact on the total number of hours pumped, especially in the summer season, and its distribution across use on the pump owner?s own farm and sales to other farmers.

    Ecosystem integrity as well as the goods and services offered by the rivers in India are getting adversely affected by changes in quantity quality and flow regimes. Growing water abstractions for agriculture domestic industrial and energy use are leaving many rivers running dry while others are becoming severely polluted. The mighty Ganga is no exception. During its 2,525 km journey from Gangotri to Ganga Sagar there are complex, nested sets of challenges that threaten the very existence of the holy river revered by millions of Indians.
