    This paper addresses the issue of land security and sustainability. The paper tackles the assumption that, in the case of China, giving farmers more secure land rights would undermine the function of land as a social safety net and, as a consequence, not be sustainable or command broad support.The report draws on data from three provinces, one of which had adopted a policy to increase security of tenure in advance of the others.

    Indonesia's cocoa output, produced mainly by smallholders on the island of Sulawesi, increased a phenomenal 26 percent a year (average, compounded) between 1980 and 1994. The government's hands-off policy was an important factor in this rapid expansion of output.This case study of Sulawesi's cocoa market is a counterpoint to investigations of highly regulated markets --- agricultural and otherwise.

    This working paper examines how Reducing Emissions from Deforestation and Forest Degradation (REDD+) has been framed in Indonesia’s media. The report’s findings are based on content analysis of three national newspapers and a series of expert interviews. It is argued that Indonesia’s REDD+ discourse revolves primarily around land use, where REDD+ conservation is pitted against economic growth fuelled by land use change.

    The paper begins by outlining Chinese grassland policy in the reform period and then describes key aspects of actual local level arrangements for grassland management. This description is based on the authors’ field studies at different sites on the Tibetan plateau (within Sichuan and Yunnan Province and the Tibetan Autonomous Region) and Xinjiang-Uygur Autonomous Region1. A considerable difference between grassland policy and local-level arrangements is found, and the next section justifies these arrangements in terms of the social, ecological and economic context.
