In the next 30 years, Africa’s population is expected to double, and the continent will be home to 2.5 billion people. Almost half of this population will be living in urban agglomerations. Metropolitan cities, such as Lagos, Nairobi, Dar es Salaam or Abidjan will host several tens of millions of urban dwellers. Peri-urban areas are most affected by the cities’ expansion and undergo important social, political and economic transformations. This Ifri briefing analyses how these changes translate into land governance, a key sector of urban development.

Benin introduced new instruments to register customary land rights in the 2013 Land and Domain Law, which was updated in 2017. The BMZ supported “Promotion d’une Politique Foncière Responsable (ProPFR)” project is testing these instruments together with scalable implementation modalities in the Borgou department (Benin). This work is complemented with a rigorous impact evaluation to assess changes in tenure security, agricultural investments and food security. The baseline survey was completed in 2018 and includes 2,968 households in 53 villages in the Borgou.

It is widely understood that effective use of land, the sustainable production of food and development are linked. Yet, creating effective policy, which takes into account broader notions such as economic prosperity and social justice, especially in the context of competing claims to land use and title, still presents significant challenges. The difficulties are compounded by the fragmented nature of information resources about land.

The attractiveness of agricultural land available in developing countries has markedly increased in the last few years. Driven by rising and highly volatile prices for agricul- tural commodities, large land acquisitions have been undertaken by foreign investors. We formalize the discussion surrounding such large scale land deals through a dynamic stochastic programming model. Within this framework, we first determine the value of a land development project under uncertainty about prices for agricultural commodi- ties, political risk and irreversible capital investment.

Large-scale agricultural land acquisitions might entail substantial welfare implications for the affected rural population. Whether the impacts are indeed as devastating as the popular notion of land grabs would suggest depends on a number of factors, including the size of compensation payments, productivity spillovers on smallholders, employment opportunities for displaced farmers, and changes in food prices.
