    This paper examines how, over the past 10 years, Kyrgyzstan has privatised most of its agricultural land and distributed it to individual households. These households either farm alone or join together and farm cooperatively. This research seeks to examine whether women have been adversely affected in the process of privatisation, asset ownership, or business development.

    Proposed here is a new scheme for allocating international river water that accounts for the stochastic nature of water supply and the dynamic nature of its demand. The suggested scheme is expected to improve the efficiency of river basins' water allocation and the riparians' welfare.International river and lake basins constitute about 47 percent of the world's continental land area, a proportion that increases to about 60 percent in Africa, Asia, and South America.

    The present century has seen a significant real increase in resource conflict in semi-arid Africa. The most important causes of this are human population increase and the globalisation of the economy. Such conflicts reflect both point resources (mines, farms, reserves) and ecozonal conflicts (water, grazing and hunting rights). Although attempts to involve the community have been partially successful in relation to reserved land, conflict over extensive and patchy common property resources such as wetlands and grazing has made them more difficult to conserve and manage.

    This report discusses the need and options to balance consumption with sustainable production, as changing trends in both the production and consumption of land-based products put increased pressure on land resources across the globe. It focuses on land-based products (food, fuels and fibre) and describes methods which enable countries to determine whether their consumption levels exceed sustainable supply capacities. Strategies and measures are outlined with the aim of allowing the adjustment of policy framework to balance consumption with these capacities.

    This report argues that land reform, both tenancy reform and redistribution of ceiling surplus lands to the landless, is important to poverty alleviation.The paper argues that in addition to production benefits, land reform helps to change the local political structure by giving more voice to the poor. Re-distributive land reform, whether through market-assisted land reform programmes or otherwise, should remain a substantive policy issue for poverty reduction.
