    Twenty years after the Paris Peace Agreements, the Special Rapporteur takes stock of progress in Cambodia's human rights situation, with particular emphasis on land issues and land concessions. The report is based on missions to Cambodia in December 2011 and May 2012. The first enabled a human rights assessment of State institutions relevant to the electoral process in Cambodia, including the laws, policies and practices applicable to elections.

    Whereas 2011 had seen a sharp increase in the number of Economic Land Concessions (ELCs) granted by the Royal Government of Cambodia to private companies, in 2012 conflicts became more acute and protests multiplied. The government showed that it had understood the seriousness of the situation by taking initiatives aimed at resolving land disputes, addressing some of the issues related to ELCs and granting thousands of land titles to rural families.

    Ratanakiri is divided into 9 districts covering 240 villages and approximately 100,000 people. Of these,
    65% are minority hill tribes comprising groups such as the Jarai, Tampoen, Kui, etc. with only about 5% of the people literate. Over the past five years, international monitoring groups estimate that 120% of the land has been appropriated through land sales and concessions for logging, mining, and commercial agriculture.
